TITLE OF CONSULTANCY: Consultant to provide Recruitment/Talent Search support to HR Section of UNICEF India country Office
LOCATION: New Delhi (Office-based, full-time consultancy)
DURATION: 3 months from start date of the consultancy

1. BACKGROUND :
With the departure of three critical staff members from the HR Section, the section is reduced considerably. With already minimum staff operating in the section, it has become extremely difficult to manage the volume of recruitment and simultaneously manage other routine HR business.
There is an urgent need to have a strong support at professional level to ensure effective and efficient recruitment processes. The consultancy would assist in maintaining continuity in the on-going local recruitment and related.
Under the supervision of the Chief of HR/OIC and in collaboration with other colleagues who are currently burdened with the additional task of recruitment, manage the recruitment of delegated vacancies at national professional level as also the general category level.
2. PURPOSE OF ASSIGNMENT:
The purpose of this consultancy is to support HRS to cope with the high volumes of recruitment.
This would also mean that HRS will be able to accomplish, to some extent even, work distribution especially relating to end year closure and annual work planning.
ICO HRS is servicing all the Sections/Field Offices in the administration of HR related issues such as Entitlements, Recruitment, Staff Development and Training. Given the urgent need to support the CO with speedy recruitment, it is expected that with an additional hand to assist HRS in the process will greatly reduce the team under stress. It is envisaged that as a team we will be able to work together to deliver expected results.
3. MAJOR TASKS:
Under the supervision of the Chief of Human Resources/OIC and in collaboration with other colleagues in the HR section, manage recruitment/talent search of vacancies of national staff at professional and support levels as assigned. The deliverables are as follows:
1) Provide HR technical support for screening and selection for the regular recruitment and Talent Group creation processes.
Review all the applications to ensure candidates meet the minimum requirements for the vacancy as per the JD before they are sent to the hiring managers;
In coordination with Chief Human Resources/OIC, other colleagues in the section, hiring managers in Delhi/Field Offices and panel members, set dates for interview;
Ensure technical written tests are administered appropriately;
Carry out interviews using competency-based interviewing method and in line with UNICEF?s recruitment policy. Prepare the interview report, ensure the minutes are accurate, supporting documentation is complete and reports are signed;
Participate in the Central Review Body (CRB) meetings with Chief HR and/or HR colleagues and prepare the reports on the proceedings as necessary;
Ensure all processes are carried out in TMS.
Liaise with Chief HR on providing feedback to unsuccessful internal candidates by the supervisors of the posts and ensure that it is well documented;
Initiate the creation of a Talent Group from the selected candidates
4. DELIVERABLES AND DEADLINES:
Provision of technical support towards completed local recruitments with monthly progress reports i.e. number of completed recruitments.
Development of a Talent Group/Pipeline database for local talent.

8. QUALIFICATIONS/SPECIALIZED KNOWLEDGE/EXPERIENCE:
Advanced University Degree in HR, MBA or any other relevant qualification;
At least five to eight years? experience as an HR specialist, with particular focus on recruitment;
In depth understanding of recruitment processes essential as are good judgment, confidentiality, interpersonal skills;
Drive for results;
Ability to work under pressure and to work quickly with a high level of accuracy;
Knowledge of latest computer based applications;
Previous experience with UNICEF an asset.

The selection will be on the basis of technical evaluation & financial offer in the ratio of 70:30. The criteria for technical evaluation will be as follows:
Educational Qualifications: 14/20
(Advanced University Degree in HR/ MBA/any other relevant qualification)
Relevant Experienc : 21/30
(At least 5-8 years of HR experience with particular focus on Recruitment)
Relevant Experience with an UN/International agency: 14/20
(At least 5 years HR experience with focus on recruitment)
Total technical score ? 70. Minimum qualifying marks is 49.
The candidates, who achieve the minimum score against each of the above evaluation criteria and an overall cumulative score of 49 will be considered technically responsive and eligible to have their financial bids opened.
(3) Any attempt to unduly influence UNICEF?s selection process will lead to automatic disqualification of the applicant.
