Hindusan Latex Family Planning Promotion Trust (HLFPPT) is a not-for-profit organization of Indian Origin, promoted by HLL life care Ltd, a Mini Ratna Public Sector Undertaking (GoI) committed to provide innovative, affordable and sustainable health solutions since 1992. HLFPPT has been actively involved in supporting Ministry of Health and Family Welfare, GOI, efforts by providing complete health solutions with quality which is very much stated in the vision statement of the organization “touching lives of people with quality care, compassion”. HLFPPT has vast experience in program implementation at all level by establishing liaison with Central and state government and other implementing bilateral partners and stakeholders.

About Project: Global Fund Project.

In accordance with the Sustainable Development Goals (SDG), India has committed to "Ending the AIDS" epidemic as a public health issue by 2030. The nation has adopted the global Fast Track Targets of 95-95-95 from the National Strategic Plan for HIV/AIDS and STI in order to reach this objective.

The National AIDS Control Programme (NACP) is the comprehensive response towards prevention and control of HIV epidemic in India that is implemented by the National AIDS Control Organization (NACO) under the aegis of ‘Ministry of Health and Family Welfare’ (MoHFW) since 1992. Aiming to pave the way for AIDS free India by 2030, through “three Zeros –i.e. zero new infections, zero AIDS-related deaths and zero discrimination”, NACP has initiated a set of innovative strategies in its fifth phase (NACP – V) with support from Global Fund (GF).

The NACP Phase V strategies and activities aim to maximise benefits of its diverse target population in a friendly eco-system offering a basket of tailored integrated services across prevention, detection and treatment spectrum. Break the silos as well as building synergies will promote coordinated action along with functional and measurable referral & linkages within NACP and across National Health Programmes (NHP) and related sectors for an efficient service delivery.

CSC 2.0 will focus on PPWs, PLHIV community, and uncovered KP so that the key gap areas are addressed which synergize the efforts of multiple stakeholders at the district-state and national level.

Hindustan Latex Family Planning Promotion Trust (HLFPPT) has been selected as a Non-Government PR for The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”), the grant cycle 2024-2027, for the HIV and TB grant in India. The major interventions of the project encompasses in HIV are- Care and Support Centre 2.0, Community System Strengthening (CSS), Red Ribbon Bus, Prison and Other Closed Settings intervention.

Job Title: M & E Officer.

No. of Position: (03 for HIV + 02 for TB)

Location: Noida.

Remuneration: Salary will commensurate with experience of the candidate and past salary drawn.

Job Specification/ Responsibilities M & E (HIV):

• Assist in data collection, entry, and analysis.

• Maintain M&E databases and records.

• Support the preparation of regular M&E reports.

• Assist in the assessments.

• Conduct field visits to verify data and monitor progress.

• Collaborate with the M&E Expert to improve data quality.

• Ensure timely reporting to meet grant requirements.

• Any other task assigned by the reporting manager as & when required.

Qualification & Experience: Bachelor's degree/ Post Graduate in public health, statistics, population studies, or a related field with 3-5 years of experience (Prefer Master degree).

Competencies & Skills:

• Computer Skills- MS-OFFICE (Advanced Excel, Word, Internet, Power Point).

• Good Communication (verbal & written in English & Hindi)

• Ability to maintain data confidentiality

• Good Analytical & Problem solving ability

• Good presentation skills

• Working exposure in the healthcare sector will be an added advantage.

Objective of the position: To assist in data compilation, data validation, report generation as per M &E plan. Assist M&E Manager in providing need based data analysis for evidence generation and gap analysis. Provide technical support to the Sub-Recipient (SR) and other implementing partners to strengthen their monitoring and evaluation systems.

Purpose of Visit: Periodic review meting/Supportive Supervision/Data quality assessment/Special Studies/Capacity Building.

Job Specification/ Responsibilities  & E (TB):

• Develop and oversee M&E frameworks and systems to track project progress and outcomes.

• Conduct regular data analysis and reporting to measure the progress of project activities on core and performance indicators under the project activities.

• Ensure compliance with Global Fund reporting requirements.

• Provide guidance on data quality and performance indicators.

• Conduct evaluations and assessments to improve program effectiveness.

• Collaborate with other stakeholders to share M&E findings.

• Contribute to the development of M&E-related policies and strategies.

• Conduct training on Ni-kshay for the project staff.

• Any other task assigned by the reporting manager as & when required.

Qualification & Experience: Post Graduate in any discipline with 8 to 10 years of experience in field of M & E.

Competencies & Skills:

• Computer Skills- MS-OFFICE (Advanced Excel, Word, Internet, Power Point), SPSS/STATA etc.

• Good Communication (verbal & written in English & Hindi)

• Ability to maintain data confidentiality

• Good Analytical & Problem solving ability

• Good presentation skills

• Working exposure in the healthcare sector will be an added advantage.

Objective of the position: To provide technical support in implementation of M&E framework for the project. Provide need based data analysis for evidence generation, gap analysis and develop feedback system.
