Position: Lay Counselor Educator

Location of Job: Bihar

Duration: 12 months (Renewable)

PURPOSE OF POST:

Perform basic counselling and/or educational activities to patients, families, communities, following MSF protocols and procedures, in order to improve the health condition of the patient.

Functional and Hierarchical Lines

Reports to (Hierarchical): Health Promotion Activity Manager Reports to (Functional): Health Promotion Activity Manager

ACCOUNTABILITIES:

• Actively promote the availability of MSF services

• Carry out, individually or in group, basic counseling and/or educational sessions, to patients, their families, hospital staff and/or the community

• Refer patients when necessary to other specialists or external actors in order to provide the best available support

• Collect and report specific information related to the target group

• Keep files and statistics updated about the counseling and/or educational activities

• Give testimonies to patients and in the community on own experiences as a patient(*)

PROJECT SPECIFIC ACCOUNTABILITIES:

Patient Tracing & Follow up:

• To support MSF in rolling out Health Promotion strategy with specific emphasis on follow up of patients, community awareness on issues around disease prevention, protection, legal rights at MSF facility and PHC/ART level in MSF priority districts.

• To do active follow up in the designated district.

• Track Patients identified as Loss to Follow-up by HP team at MSF facility in Patna

• To follow-up the HIV patients through home visits & phone as per needs

• Facilitate transfer of eligible advanced HIV patients from ARTC to MSF facility in Patna in collaboration with ANM based in ARTC

• To document action taken on and reasons for lost to follow ups.

IEC, BCC & Community Engagement (CE):

• Implement Health Promotion / CE activities amongst community at PHC level through collaboration with ASHAs & ANMs to raise their knowledge around HIV/AIDS

• Support the HP manager to assess the impact of activities (with questions, field verifications, observations), and report problems, success and constraints to MSF/DWBI.

• Clarify doubts and providing with knowledge on issues around HIV transmission & prevention; Adherence, TB and legal rights through individual and group sessions;

• Effectively clarifying doubts and questions regarding treatment, disease under the guidance of MDs;

• Facilitate procurement of Blood for IPD patients in GGSH;

• Conduct admission and discharge counselling, by providing key information regarding practices of patient and caregiver in MSF facility;

• Attend ward rounds, engaging in two way short dialogue with patients to enhance their knowledge on the disease and the treatment and motivating for healthy behaviors (e.g., hand washing);

• Conduct health sessions in MSF-ward at GGSH and documenting the outcome properly;

• Establish and maintain contacts with front line health functionaries at the village level.

• Contribute to the mitigation of the HIV associated stigma & discrimination in the community

• Participate in creation of any IEC material needed for the activities of information, education and communication.

• Conduct meetings with NGOs, Government functionaries, PHC, ASHA, AWW, ANM , PRIs and RMPs as per monthly plan

• Coordinating with MSF ANMs at ARTC for timely enrolment and with LCEs in field to facilitate the linking of eligible patients with social protection schemes.

Data Collection :

• Support IEC officer in updating contacts of key MoH officials and other stakeholders at district, block level & village level.

• Should keep the contacts of key people up-to-date responsible to facilitate patients transfer from Village/Block/District to MSF Facility in Patna that include Ambulance owner, Auto Driver, Tempo etc.

• Support the HP manager/IEC officer in collecting all type of information related to specific health and living conditions of the population, in particular to identify the most vulnerable populations to target.

• Record patients feedback at the time of discharge;

Reporting:

• Daily data reporting to HP manager, by WhatsApp/mail

• Prepares a monthly micro plan for the up-coming month by the end of the previous month and shares with the IEC officer by mail

• Timely submission of weekly & monthly reports by mail on key programmatic indicators in conformity with project log frame

Others

• To perform any other tasks as required by Supervisor

• To participate in relevant meetings and trainings as requested by his/her supervisor.

• To adheres to all standards, practices and policies regarding confidentiality and privacy of information, set forth by employer

• To assist in the assessment of humanitarian needs and emergency interventions arising in the region and if needed, showing flexibility, adaptability and commitment.

Specific skills

• To act as the representative of MSF-OCA in the promotion of health education according to the MSF Charter and mandate

• Social skills to connect with the community effectively

• Ability to organize and prioritize workload & taking initiative when appropriate

• Willingness and ability to live and work in a rural setting

REQUIREMENTS

• Education: Desirable, formal degree in social work.

• Experience: Desirable working experience in related jobs.

• Languages: Essential, local language native commandment; mission working language would be an asset

• Competencies: Results, teamwork, commitment, flexibility, service
