Purpose of Activity/Assignment:
The purpose of this assignment is to provide technical support to Government of Chhattisgarh for strengthening efficiency and effectiveness of budgetary allocations for social protection and development of children. The specific purpose includes linking of strengthening the social protection framework through evidence creation, development of social protection framework and capacity development thereof of the community members, locally elected representatives, and frontline officials. The technical support also aims to analyze allocation and utilization of budgetary resources for children at all levels (state and three tier Panchayati Raj Institutions), strengthen the child budget statement and analysis of utilization of funds for social protection leading to policy support for higher value for money/investment on children.
Scope of Work (Include Background/Rationale/Key Objectives of the Assignment):
The SDG principles of ‘leaving no one behind’ and ‘reaching the furthest behind first’ has very high relevance in Chhattisgarh. UNICEF’s Country Program 2023-27 categorizes Chhattisgarh as an equity programing state, largely in the context of people living in tribal areas, bearing the double burden of inaccessibility and conflict. These coupled with high prevalence of poverty, mortality, malnutrition, child marriage, etc in specific pockets warrants structured social protection covering various needs of the population by age groups. This requires both upstream and downstream support to ensure social protection for the vulnerable households.
Considering the above, since 2000, UNICEF's Social Policy Social Protection (SPSP) section has been assisting the Rajya Niti Aayog (RNA) to develop a framework and mechanism for the efficient implementation and monitoring of social protection and budget for children. To this end, UNICEF provided technical support to RNA in (i) preparation of a working group report on "Rehabilitation of Senior Citizens, Destitute, Homeless, Beggars, and Drug Dependents" under the Taskforce on "Social Security, Women Empowerment, and Labour Welfare", (ii) conceptualization for development of a social protection framework for efficient policy, planning, implementation and monitoring the provision of social security services, and (iii) analysis of budgetary allocations by age groups and themes.
In the joint rolling work plan (2023–24) signed with RNA, UNICEF has agreed to provide technical support for strengthening the social protection framework, promote inclusive development, alignment of social protection schemes to pertinent sustainable development goals and targets, mapping of social protection schemes for specific groups, capacity building of officials for social protection framework, policy, & planning, and evidence creation through analysis of budgetary allocation for social protection schemes at state, district and Panchayat level, especially for children. Therefore, it is proposed to provide technical support through engagement of a consultant with expertise on social protection and public finance with focus on children. This position of State Consultant (PF4C and Social Protection) will be based in the Social Policy Technical Support Unit (SPTSU) at RNA to provide technical support in accomplishment of these activities.
