Introduction
EAII Advisors Pvt. Ltd. (EAII) is a company incorporated in India under the Companies Act, 2013, providing consulting and support to organizations in the field of public health and upliftment of economically weaker sections of society. EAII has been engaged by Evidence Action to provide technical assistance to Jal Jeevan Mission (JJM)[1] and the state governments of Andhra Pradesh (AP) and Madhya Pradesh (MP) to support JJM’s goal of ensuring that the water is safe for human consumption by rapidly scaling up in-line chlorination.
EAII’s support includes: (1) working with state governments to develop an optimized service delivery model for in-line chlorination devices at single village scheme systems (SVS)[2], and (2) working with government partners to develop systems, processes, and tools (including budgeting, tendering, policies & guidelines) to drive state-wide scale up of in-line chlorination at SVS systems.
Specifically, this includes overseeing the installation of approximately 120 tablet-based doser chlorination devices into SVS in Andhra Pradesh from January 2025-December 2025. These devices will enable villages to consistently and safely dose their drinking water with chlorine.
In addition to the 120 devices being installed by December 2025, EAII plans to install an additional ~180 devices in 2026. EAII intends to provide 5 years of technical support to the state government of Andhra Pradesh, during which time the state government will oversee installations of significantly greater scale.
The state government of Andhra Pradesh has signed a Memorandum of Understanding (MoU) with Evidence Action, authorizing Evidence Action, through EAII, to install and operate a footprint of devices. After 2026, the Andhra Pradesh state government will finance and oversee the installation and operation of additional devices, with technical support from EAII, thereby potentially opening a substantial new market for devices such as those to be installed and maintained through this RFP
Purpose
EAII is soliciting bids from Contractors to procure, install, maintain, and refill tablet-based doser chlorination devices (the “Devices”) in Andhra Pradesh.
The successful Contractor will install devices through 31st December 2025, and will maintain devices through 31st December 2029. These devices will need to ensure at least 0.2 parts per million of Free Chlorine Residual (“FCR”) at the last household in the village and no more than 1.5 parts per million of FCR at the first household in the village, though lower chlorine rates are preferred in the first household. EAII is still actively learning about what technologies and solutions work best and is looking for a flexible Implementation Contractor (“Contractor”) that can be a part of the learning and optimization process.

Scope of Work and Technical Specifications
1A. Scope of Work Overview
The Contractor will be responsible for installing, calibrating, resupplying, and maintaining 120 devices in Andhra Pradesh. These responsibilities will be essential to program success, affecting water quality for hundreds of thousands of people.
a. Procurement: procurement of all parts and supplies necessary to ensure the device’s operation, including device parts, consumables like chlorine, and ancillary parts like device enclosure
b. Installation: installation of device and device enclosure, initial stocking of the chlorine, and training of the Pump Operator on basic usage and preventative maintenance of the device
c. Dose Stabilization: immediately post-installation, the Contractor will adjust dosage of the device over a period of up-to four weeks to reach recommended levels
d. Maintenance: regular inspections of the devices to ensure devices remain in optimal condition through the term of the contract, including service for any necessary fixes or replacements
e. Chlorine Supply: regular chlorine deliveries to the sites as well as emergency deliveries to ensure devices are consistently dosing.
Each of these activities will be monitored by EAII (or on its behalf by a third-party contractor) to ensure adherence to the standards described in this RFP.
