Country Technical Director
POSITION SUMMARY
The Country Technical Director implements Pure Earth’s program standards, models and protocols; technical support systems, and expertise to promote the effectiveness, sustainability and scalability of our programs in the country. The Country Technical Director champions state-of-the-art programming standards, documentation, quality assurance and quality control to enhance performance, growth, learning and influence. He/she oversees the provision of technical support to ensure high quality and impactful programming, lead strategic growth, advance learning and innovation, manage development of tools and resources, and represent Pure Earth with local donors, local governments agencies and partners when needed.
The Country Technical Director champions quality programming and knowledge management, and rigorous, evidence-based decisions regarding program implementation, learning and policy influence strategies. The Country Technical Director strengthens Pure Earth’s capacity and credibility with local partners, institutional donors, corporations and universities across the country.
Reporting to the Country Director and Global Technical Director, the Country Technical Director is a member of the country staff and supervises several local investigators and thieir activities.

JOB RESPONSIBILITIES
1. Crosscutting / Transversal
Ensure that programs are implemented based on Pure Earth’s mission and strategy, with the objective of understanding and mitigating exposure to lead and mercury in affected populations.
Oversee the development of a local technical assistance model which drives program quality, builds technical capacity of local staff and partners, and contributes to achieving our deliverables and growing our resources.
Oversee and ensure responsive and consistently high-quality technical assistance provided to Pure Earth country office´s staff.
Provide direct technical assistance to program implementation and evaluation of programs at country level.
Lead the establishment of technical standards, technical procedures/protocols, and transversal models for programming based on the best available research, pertinent local regulations, and prevailing standards and guidelines, and incorporate these standards and models throughout Pure Earth’s work.
Contribute to Pure Earth’s ability to measure progress towards improved outcomes and to integrate cost-effectiveness considerations into programmatic decision-making in the country.
Directly participate in Pure Earth’s efforts to build the evidence base for our work and to find innovative cross-sector solutions that reduce lead and mercury exposures and their consequences in human health.
Actively oversee collection, management, analysis and use of data and sharing of results internally and externally.
Be in permanent communication with the global technical director for the procurement and supply of technical devices, equipment and consumables required for the implementation of the programmatic field activities, including tracking PE-owned XRF and Jerome meters.
When needed, represent Pure Earth with local agencies and partners dealing globally with the lead issue.
2. Technical Advocacy
Represent the organization at technical roundtables with external stakeholders to ensure ensure scientifically coherent dissemination of information pertaining to the organization’s current activities and program.
Support the country director spearhead country level strategic plan by providing the technical know how.
Participate and lead all advocacy work around lead toxicity in India, including being part of NCDC’s technical committee
Well versed with HBA training, surveys, and Blood Lead Level surveys
Adept at writing reports and presentations, supporting CD and entire programme and communications staff
3. Global Lead Program
Support the global technical director to provide high-quality technical assistance at local level for the 5-phase solution approach of the Global Lead Program (Health Surveillance, source analysis, source-specific interventions, country-led sustainable solutions and communications).
Provide technical support, coaching and field training to country´s staff and local consultants implementing projects of the Global Lead Programs.
Support the proposal development process for projects of the Global Lead Program by working in tandem with the Country Director and Global Technical Director.
2.1. ULAB Recycling Program
Participate in the implementation of the ULAB Recycling Program at local level with the support of the Global Tehcnical Director.
Provide high-quality technical assistance to Pure Earth country office for the implementation of the activities included in the ULAB Recycling Program.
4. Toxic Sites Identification Program (TSIP)
Monitor and ensure the quality of country information is stored in the TSIP database and is up to date.
Support the implementation of all technical interventions for initial, preliminary and detailed site assessments (ISA, PSA, DSA) and cleanup activities in the country..
Support the Global Technical Director in the training of Country´s staff and local consultants on ISA, PSA, DSA and cleanup procedures and tools.
Train country´s staff and local consultants in the use of equipment for determination of mercury and lead concentrations in the environment such as XRF and Jerome, following the guidelines prepared by the Global Technical Director.
QUALIFICATIONS AND EXPERIENCE
Barchelor degree in a relevant technical field including Environmental Public Health, Environmental Engineering, Chemistry, Geology, Environmental Studies, and others.
Msc degree in related subjects is desirable
Minimum 5 years of relevant experience on technical assistance to environmental or environmental health initiatives in the country.
Exceptional analytical skills and experience in driving evidence-based decisions.
Very Strong solution-driven attitude and huge levels of pragmatism. Responsiveness and client-oriented approach.
Demonstrated teamwork ability.
Receptive and collaborative leadership approach that contributes to positive team environment, builds and maintains strong relationships with people from different backgrounds cultures, genders and viewpoints.

Ability and willingness to travel nationally, as needed.
Ability to work flexible hours or across time zones, as needed.
Multi-lingual capabilities a plus.
Experience on leading technical publications preferred.
