B. Project Background

Indo-German Programme on Universal Health Coverage-II (IGUHC-II) of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (Germany’s enterprise for international cooperation) is a follow-on programme which provides technical cooperation to the National Health Authority of Ministry of Health & Family Welfare (MoHFW) for Ayushman Bharat Pradhan Mantri – Jan Aarogya Yojana (PM-JAY) and Ayushman Bharat Digital Mission (ABDM). PM-JAY is publicly funded health protection programmes, providing health insurance cover of Rs. 5 lakh/ family/ year for hospitalisation to more than 12 crore poor families across India. With the launch of ABDM, it envisages to bridge the existing gap amongst different stakeholders of healthcare ecosystem through digital highways which will strengthen the accessibility and equity of health services, including continuum of care with citizen as the owner of data

National Health Authority (NHA) has been set up centrally to manage PM-JAY and ABDM and at the state level it is being implemented by State Health Agency (SHAs), set up for this purpose. IGUHC-II is technically supporting National Health Authority as well as the state governments to support the implementation of PM-JAY and ABDM

For these objectives, the IGUHC-II project is currently recruiting one (1) Indian candidate for the following position based in Delhi: Health Advisor for supporting IGUHC-II.

The position is hierarchically and logistically integrated into the Indo-German programme on Universal Health Coverage- II.

C.   Responsibilities

Provide policy advice and technical support, primarily to the National Health Authority (NHA) and State Health Agencies (SHA), focusing on scheme implementation in key areas such as health financing, claims adjudication, transaction advisory, scheme policy, and coordination.

Coordinate and manage the activities of professionals supporting NHA and SHA through Professional Programme for Health Protection (PPHP).

Address issues related to convergence, continuum of care, healthcare quality, grievance redressal, research, scheme finances, and administration.

Collaborate with the Program Manager and team to facilitate capacity-building initiatives and identify strategies to ensure the sustainability of these activities.

Support innovation and knowledge management by documenting activities and initiatives, contributing to overall program development.

Preparation of various documents, including research papers, articles, notes, and reports, on topics such as health financing, universal health coverage (UHC), and healthcare quality.

Undertake additional tasks as required to achieve program objectives, as directed by the Program Manager.

D.   Core Scope of Tasks

1. Technical Coordination and Support

Coordinate at the central level with NHA and other relevant institutions for technical support activities aligned with IGUHC objectives and deliverables.

Organize workshops, conferences, events, and exposure visits across states.

Engage in state visits for meetings, fieldwork, and discussions with state governments and stakeholders, ensuring alignment with IGUHC deliverables.

Participate in management and partner meetings at both central and state levels to offer support and coordination.

Liaise with the IGUHC team, GIZ colleagues in India and abroad, and coordinate with internal admin, external research agencies, and academic institutions.

Support the evaluation of the existing public health framework in line with program objectives.

Contribute to initiatives aimed at strengthening capacities at national and state levels and assist in developing training content for UHC program stakeholders.

2. Policy Support

Assist IGUHC in designing, implementing, and monitoring innovative approaches for institutional strengthening, capacity building, claims adjudication, healthcare quality, and private sector engagement.

Provide technical support in developing and accessing health financing initiatives and healthcare quality studies.

Conduct economic evaluations of UHC programs in India and other countries, and disseminate results through publications, reports, and presentations.

Assist the program director in developing strategy documents for IGUHC’s intervention areas.

Collaborate with NHA and stakeholders to create detailed plans in IGUHC technical areas, supporting the implementation of deliverables at national, state, and district levels.

Identify potential partnerships and institutional frameworks to ensure program sustainability and scalability.

3. Research and Knowledge Management

Prepare research papers, journal articles, reports, and other materials on universal health coverage and continuum of care, under the guidance of the Program Manager.

Draft reports and presentation documents, contributing to project/programme reports, including annual reports, and meet the reporting needs of the Program Manager and GIZ Head Office.

Ensure effective knowledge transfer across project and programme activities.

E.Required Qualifications, Experience and Competencies

Bachelor’s degree in medicine, allied health sciences e.g., MBBS, BDS, BAMS or equivalent.

Master’s in health or Hospital Administration, or an equivalent quantitative discipline from a recognized institute/university.

Preferable to have PhD in economics/health, health management, health financing / insurance, or an equivalent quantitative discipline from a recognized institute/university.

Willingness to travel (at least 30%) and ability to work in multicultural and multisectoral teams.

At least 12 years of overall professional experience (including PhD time) in the health financing, health insurance or health systems strengthening sector.

At least 10 years’ professional experience in public health, health research, economic evaluation, healthcare quality, hospital administration etc.

Experience of working with the GIZ ecosystem in the past would be preferable.

Past experience of working with MoHFW, NHA or State Health Departments, NHM will be preferred.

Relevant professional experience in capacity building in healthcare quality, hospital administration, Public or private health insurance scheme.

Demonstrated excellent writing and IT skills and track record of publications in journals (preferable).

Good knowledge on overall health system development in India and world, and extensive understanding of PM-JAY and its interface with Public Health Systems, in view of Ayushman Bharat.

Computer proficiency and high familiarity with commonly used software packages like MS Word, Excel, Power Point.

Ability to work independently when required.

Demonstrated ability to work in a multi-disciplinary team.

Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
