About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training and other technical assistance.
About the Projects:
SAATHII is selected as the Principal Recipient (PR) to implement The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) supported HIV and TB projects for 2024-27.
Tuberculosis: SAATHII, with the support of The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) and guidance from the Central TB Division, will be implementing; (a) Integrated Pediatric TB care services in both the public and private health sectors to increase pediatric TB case detection and improve treatment outcomes, and (b) Active Case Finding (ACF) for early detection of missing TB cases among key and vulnerable populations, using innovative AI-enabled. The project will be carried out through Sub- Recipient (SR) partners in the states of Chhattisgarh, Karnataka, Haryana, Punjab, Rajasthan, Telangana, and Uttar Pradesh.
HIV: The HIV project's overarching goal is to contribute to the national goal of ending AIDS by 2030. The project, guided by the National AIDS Control Organization (NACO), will expand the new model (CSC 2.0) of comprehensive continuum of care, from prevention to treatment which includes Care and Support Centers Elimination of Vertical Transmission of HIV and Syphilis (EVTHS), HIV interventions among incarcerated populations, Community System Strengthening (CSS), and the Red Ribbon Bus (RRB) Campaign. SAATHII will implement the project through SR partners in ten states and union territories (Tamil Nadu, Kerala, Andaman and Nicobar Islands, Puducherry, Karnataka, Andhra Pradesh, Telangana, Haryana, and Punjab).
SAATHII is seeking the services of a senior M&E expert with proven experience in public health and managing large scale health programs. The candidate should be passionate about helping India reach the national goal of TB Elimination and Ending AIDS. The candidate should be knowledgeable about all relevant national TB and HIV guidelines, as well as proficient in Nikshay data systems and the development of M&E systems for large health-care projects.
Specific Job Responsibilities of the M&E Director
• Development of logical framework and establishing a robust M&E system that will help achieve the agreed-upon targets
• Guide and oversee Monitoring and Evaluation component of TB and HIV programs, including;
1. Development of program M&E frameworks, tools, formats, and systems
2. Conduct a needs assessment for MIS development, select an IT agency for MIS development, design MIS, and further strengthen MIS systems to ensure effective program monitoring
3. Develop and monitor robust systems for tracking the implementation of standard operating procedures and project guidelines.
4. Analyze and interpret program data to facilitate evidence-based decision- making and strategy development.
5. Conduct data quality audits to ensure that M&E systems meet GFATM requirements
• Lead the recruitment, management, and continuous capacity building of M&E teams at the PR and SR levels.
1. Developing annual, quarterly, and monthly plans for the M&E team
2. Guidance for M&E team members on routine implementation as per the framework.
3. Training and mentoring of the PR and Sub-Recipient (SR) teams in all aspects of monitoring and evaluation, including data analysis and use
4. Develop and implement a capacity-building plan for core program staff at the PR and SR levels on data capturing, management and use
5. Ensure timely submission of reports at all levels.
• Managing stakeholders and reporting to the GFATM and national programs.
1. Serve as an interface with CTD and NACO to align and validate program data with the national systems at the national, state, district and facility levels
2. Develop and implement rigorous plans to enhance program quality, including data usage
3. Ensure timely submission of program reports by the SR to state and district TB offices, SACS, DAPCU, and health facilities
4. Ensure timely reporting to GFATM, national, and state governments
• Participate and represent the program in national forums on surveillance, monitoring, and data-related issues, and contribute to national efforts for TB and HIV surveillance
• Interact independently with leaders of CTD, NACO, NHM, GFATM, development agencies, professional medical associations, and other implementing partners
• Represent the project in the state, national, and international forums
• Carry out any other activities and responsibilities required by the organization
Qualifications and Skills:
• Postgraduate degree in public health, statistics, or a related field, with at least ten years of experience working on public health monitoring and evaluation components
• Comprehensive and in-depth knowledge of public health programs and data systems, with a particular emphasis on TB and HIV programs
• Experience and expertise in advanced data analysis (using SPSS, STATA, or others) and data use (statistical inference) for program improvement and strategy formulation
• Strong IT skills, including advanced Excel, Visual Basic, SPSS, STATA, and other software.
• Ability to work both independently and collaboratively in a complex, multicultural environment.
• Proven track record of managing large teams
• Demonstrated ability to train and mentor staff in all areas of monitoring and evaluation systems, including evidence-based decision making
• Excellent oral and written communication skills in English
• Willing to travel extensively throughout the country
• Minimum three-year commitment to the project and organization
SAATHII works on the first, third and fifth Saturdays in a month.
