Senior Advisor, Private Sector Engagement

Based at Delhi

In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, the Bill & Melinda Gates Foundation, the David & Lucile Packard Foundation, GIZ, the Children’s Investment Fund Foundation (CIFF), MSD for Mothers and other anonymous donors.

The Senior Advisor, Private Sector provides the highest quality technical guidance to identify, conceptualize, develop, and accelerate transformative systemic and programmatic engagement of the private sector in India to accelerate health outcomes. The SA will support the country team in enhancing and strengthening Jhpiego’s collaboration with private sector partners at national and regional levels. The Senior Advisor will work with partners to catalyze, accelerate, and implement practice, service delivery, and technology-based innovations for maximum global health impact.

Responsibilities:

Technical:

• Develop the overarching strategy and approach to private sector engagement for the Jhpiego India Country Office.

• Track the landscape of prospective private sector innovations in high-impact technical areas and identify opportunities for impact within Jhpiego programs

• Support and operationalize landscape assessment to identify key areas of intervention for private sector engagement as per the needs of various projects

• Identify and develop new, high-impact program areas for Jhpiego to enable successful introduction and scale-up

• Drive activities utilizing a problem-centered approach, where a deep understanding of entrenched problems and country-specific root causes serves as the basis for decision-making and portfolio prioritization

• Support strategic, business, and operation design for potential service delivery, market shaping, and innovation integration as per the requirement and their subsequent scale-up plans

• Along with the country teams, assess and advise on financial risks in implementing private sector engagement models and identify necessary mitigating and corrective actions.

• Along with country teams, support collaborations with the public and private sector for developing public-private partnership (PPP) models

• Work with key partners to develop and leverage innovative financing mechanisms to sustainably engage private and non-public health providers

Partnership Development and Management:

• Utilize strong portfolio management to make recommendations to the leadership team regarding priorities within private sector engagement

• Landscape and assess areas of partnerships as per the needs and requirements of different engagement

• Foster catalytic networks and engage non-traditional Stakeholders to identify, develop, and propose solutions for health challenges and build evidence for better health.

• Work across private, public, and technical sectors to facilitate the identification of synergies and opportunities for creative new partnerships

• Outline the areas of collaboration, and forge and manage partnerships with key stakeholders.

• Develop and execute partnership strategies to achieve agreed objectives and mobilize resources towards fulfilling the aim of the project

• Coordinate with partners implementing different models and ensure desired results are achieved on time

• Collaborate with New Program Development (NPD) to identify and pursue opportunities for private sector engagement

Program Management and Monitoring:

• Support documentation of project results, successes, challenges, and lessons learned.

• Support the monitoring and evaluation of different models and generate evidence for further advocacy with the Government for scaling up private sector engagement models

• Work with the M&E team to establish systems for tracking progress, indicators, and deliverables according to project requirements

• Identify capacity-building needs among team members and provide support for enhancing their capabilities

• Manage and efficiently utilize technical and financial resources in assigned areas of work

• Identify and manage external consultants and resources to ensure they achieve defined milestones on time and within budget, providing value for Jhpiego’s investment

Public Relations and Representations:

• Liaise with other partners working in the public and private sector healthcare ecosystem in India

• Travel within India and other countries per the project and organizational requirements.

• Perform other activities assigned by the supervisor to achieve organizational goals.

Required Qualifications & Skills

• Advanced degree in business administration, public health, international affairs, health reform, or a related field.

• At least 12 years of experience in public health programs in resource-constrained settings and at least 7 years of experience in private sector engagement and management.

• In-depth understanding of LMIC health systems and barriers affecting healthcare delivery in low- resource contexts.

• Familiarity with USAID’s principles, policies, and frameworks for Private Sector Engagement, Localization, and Sustainability.

• Demonstrated ability to work effectively with stakeholders in both public and private sectors in resource-limited environments.

• Strong understanding of the private sector landscape in India and Southeast Asia, with practical experience.

• Knowledge of emerging technologies like Artificial Intelligence and Extended Reality and their application in public health.

• Proven ability to lead and manage diverse, multidisciplinary teams in challenging environments.

• Expertise in operationalizing vision and strategy, translating them into actionable outcomes.

• Strong problem-solving skills with a history of implementing innovative solutions for healthcare system challenges.

• Excellent verbal, written, and presentation skills, with the ability to engage effectively across cultures and organizations.

• Comfortable with uncertainty and capable of managing multiple tasks under tight deadlines and pressure.

• Experience advancing local innovation and fostering entrepreneurial ventures in low-resource settings.

• Proficiency in using human-centered design, design thinking, or related methodologies to drive innovation.

• Ability to build and sustain productive working relationships with diverse global partners.
