About SAATHII: Solidarity and Action against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training and other technical assistance.

About the project: SAATHII, with the support of The Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) and guidance from the Central TB Division, will be implementing; (a) Integrated Pediatric TB care services in both the public and private health sectors to increase pediatric TB case detection and improve treatment outcomes, and (b) Active Case Finding (ACF) for early detection of missing TB cases among key and vulnerable populations, using innovative AI-enabled. The project will be carried out through Sub-Recipient (SR) partners in the states of Chhattisgarh, Karnataka, Haryana, Punjab, Rajasthan, Telangana, and Uttar Pradesh.

SAATHII seeks the services of one National M&E Manager to be part of its Principal Recipient (PR) team for TB project implementation through partners in seven states, in coordination with CTD and State TB Offices.

Specific Job Responsibilities of the National M&E Manager:

• Assist M&E Director in development and revisions of M&E framework and standard operating protocols

• Supporting the development and management of program MIS, management and data use for program improvement

• Supporting the development of tools and formats for data collection

• Ensure the data management as per SOP

• Conduct data validation and data analysis at PR level, identify gaps and provide critical inputs for improving M&E systems

• Prepare data outputs (tables, graphs, dashboards) for strategy development at PR level, submission of reports to CTD and GFATM, and sharing interpretation with SR partners on periodic basis for program improvements

• Develop synthesis reports for documenting progress and program achievements.

• Assisting the PR team members on all M&E activities required for achievement of program targets

• Mentoring and supportive supervision of Senior M&E officers at PR level, and M&E Officers at the state level for capacity building on all M&E activities, troubleshooting on the process of data collection, data management, compilation and analysis activities

• Conduct field visits for data quality assessments and ensure the data quality

• Training the SR partners on MIS and handholding

• Coordinating with CTD and validating program data with Nikshay and other TB program reports

• Participating in national meetings and national forums on M&E and TB program related activities

• Any additional responsibilities as per the project requirements

Qualifications and Skills:

• Postgraduate in demography, Public health, Social Work or allied field with quantitative analysis training skills, and at least eight years’ relevant experience in health and development sector areas.

• Having knowledge of and experience working in TB program and Nikshay

• Experience in developing M&E frameworks, working experience at national level, managing M&E systems of multi-state complex projects

• Strong ability to train and mentor staff in M&E and evidence-based decision making

• Sound computer skills, including use of Internet and MS Office™ software, data management software such as PowerBI, Tableau etc., and at least one statistical package (R or SPSS preferred) with analytical capabilities including descriptive statistics and basic statistical inference

• Proven ability to create dashboards in excel or software

• Ability to work independently and as a team player in a complex, multicultural environment;

• Passionate and committed to public health; willingness for flexible and long working hours.

• Willingness to travel extensively to the project implementation states across the country

• Excellent oral and written communication skills in English

• Working knowledge of Hindi and one or more southern Indian language

• Minimum three years of commitment to the project/ organization required

• Knowledge of qualitative research and evaluation techniques will be an added advantage

SAATHII works on the first, third and fifth Saturdays in a month.
