Terms of Reference for Knowledge Management Partner
A) About Organization
CINI is an Indian NGO that has been working for the welfare of communities in India for almost 50 years. CINI emerged from the community-based management of childhood malnutrition work in the villages and communities of South 24 Parganas district of West Bengal in the mid-1970s. Over the years CINI’s work has been recognized as a Mother NGO, Regional Resource Centre in the Reproductive and Child Health (RCH) and as Collaborative Training Institute by the Ministry of Health and Family Welfare, Govt. of India. CINI now constitutes the largest capacity building and training facility in West Bengal for training of government Frontline Workers in nutrition, safe motherhood, early childhood development and HIV awareness of the Department of Health & Family Welfare and the Department of Women & Child Development and Social Welfare, Government of West Bengal. The organization has twice been awarded the National Award on Child Welfare in 1985 and 2004 by the Government of India.
CINI‘s current work focuses on the interconnection and holistic development of health, nutrition, education, child protection and adolescent empowerment in vulnerable urban and rural situations, to address the critical issues during the stages of life cycle through CINI Method. CINI’s core Health programs include first 1000-Days’ care, positive deviance approach against child malnutrition, and community health care management initiatives. CINI also has significant research experiences in the field of public health nutrition over the years in many states of India through partnership with ICMR, IIHMR, NNMB, NFI, MI, UNICEF, Johns Hopkins Bloomberg School of Public Health (USA) and Georgetown University, USA. CINI has set up Education, Health, Nutrition, and Child Protection units to provide specialized services to public and private sectors in operations research and studies; technical support to Government Departments, professional courses in the field of public health, nursing, nutrition, education, and protection as well as policy research & advocacy, and knowledge repository.
B) Purpose of this Terms of Reference
Background:
CINI is dedicated to improve the health and nutrition status of communities, especially women, children and adolescents by promoting their health seeking behaviour among the household and facilitating access to quality health care services through mobilization and behaviour change as well as generating awareness of non-communicable diseases (NCD) for promoting healthy lifestyle changes, early diagnosis. Also, development of orientation and perspective of Gram Panchayat and service providers to monitor and plan for health and nutrition needs of the community. Therefore, to facilitate this, there is a need for development of comprehensive training module and materials for front-line workers (ASHA, ANM, CHO) and Community Mobilizers of CINI outlining Ante-Natal are (ANC), Post-Natal Care (PNC), Nutrition during pregnancy & Lactation period, Home-Based new-born care, Malnutrition among children, Adolescent Health and NCDs.
Objective
The main purpose of the TOR is to engage a Research, Learning & Knowledge partner for the organization.
C) Scope of Work
The key tasks for this assignment will be undertaken in close collaboration with CINI’s project management team.
Scope of Work:
Conduct an annual needs assessment of the H & N division to establish a list of action initiatives that would add to the institutional knowledge and experience.
Conduct a thorough review of existing literature, project reports and documents, existing publications etc. and documents to gather relevant information related to CINI’s program on Health and Nutrition.
Collaborate with CINI’s Training team, Technical Specialists and Program management unit to understand specific needs, challenges of target audiences.
Provide a broad framework of the knowledge management plan for the division based on review of existing documents and current practices
Facilitate/ produce targeted global regional and country level knowledge products aiming to communicate the broader picture of CINI to states & countries to position the organization at different levels.
Promote Knowledge development by sharing practices on new approaches, thinking and techniques on H & N domain.
Guide the team on developing Research questions, methodologies, analysis plans, in the ambit of the existing projects.
Identify Conferences & Peer reviewed Journal of repute to disseminate CINI’s research works and learnings.
Facilitate publications in peer reviewed journals
In collaboration with the team members, identify, examine & draft policy briefs that could be pitched to the government.
Organizing or supporting knowledge sharing and learning events (face to face and virtual) for the internal team.
Collaborate with the organization to explore common areas of expertise which can be translated to courses/certification for students, learning enthusiasts etc.
D) Deliverables
Drafting an annual knowledge management action plan for the organization.
Contribute to development of 1 longitudinal research study assimilating the learnings and experiences of the H & N projects.
Support the internal team by sharing a comprehensive list of peer reviewed journals and Conferences of repute, where they can share their learnings.
Liaise with Corporate partners, Think tanks, National & Internation Network, Conclave to position CINI as a potential Community Based Organization.
Examine and prepare 2 Policy briefs, and in collaboration with CINI organize a symposium to share replicable learnings.
Organize 3 learning workshops on relevant areas of expertise for the internal team.
Facilitate certification course from esteemed institutes for select personnel of the organization.
E) Basic Requirements
Institutes of National or International importance with proven experience in partnering with Government/ NGO/ Institute as Knowledge managers.
A core group with proven competency in Research, Communication and Policy areas who will directly liaise with the organizational team.
Expertise in innovative content development, strategy manuals, research and policy documents.
Basic understanding of Health & Nutrition methodologies & Community level practices.
Ability to collaborate effectively with stakeholders and incorporate their feedback.
F) Timeline and Budget
Timeline:
The engagement of the selected agency/organization would be initially for 1 year, subject to renewal after satisfactory performance.
Budget
Interested agencies are requested to submit their proposed budget, inclusive of all expenses related to the assignment.
Evaluation Criteria: Organizations are requested to send the technical and financial proposals for the above along with organizational profile and few samples of similar work undertaken earlier. Proposals will be evaluated based on the agency's experience in similar work, proposed methodology, team proficiency, and cost-effectiveness. The selected agency will be notified by 31st December and expected to start the work immediately. Monthly work progress to be shared with CINI team as per plan.
G) Payment terms
Payments would be made through CINI’s payment policy after completion of desired deliverables, upon submission of proper invoices.
