IHAT PURPOSE AND PRIORITIES
India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.
The India Health Action Trust (IHAT) is initiating a Project Management Unit (PMU) aimed at reinforcing the Nursing Cadre in Bihar. This unit is set to forge strong partnerships with health departments of the Government of Bihar, along with stakeholders at state, district, and community levels, to refine nursing programs and services. A significant aspect of the PMU's role will be to infuse its expert assistance into the Bihar Health System, promoting expansion and enduring stability. The PMU's primary agenda revolves around devising and applying measures that enhance the performance of the Nursing cadre.
Moreover, the PMU's mission includes providing specialized support to the project, with an emphasis on catalyzing reforms for the Nursing cadre and elevating the standard of Pre-service education for nursing in Bihar. This initiative is pivotal to the ongoing efforts to improve healthcare outcomes in the state.
ROLE PURPOSE
Specialist- HR Systems Strengthening will work closely with the held departments of Bihar Government and other partners to improve the quality of Nursing professionals in the State which will broadly include complex policy interactions, role of various stakeholders and developing appropriate policy proposals, systems and the capacity of Bihar government for sustainability.
She/he is expected to provide high quality techno-managerial inputs and lead a lean team of high potential individuals to contribute effectively towards quality accreditation, quality improvement of Nursing colleges.
DIMENSIONS OF THE ROLE
1. Technical:
Support Team Leader, HR Systems in advising the GoB in best practices and frameworks for nursing strengthening
Identify key gaps in the system for optimal functioning of regulating bodies
Develop and support Gov. of Bihar in implementing various interventions related to Nursing Cadre strengthening
Provide expertise and support to the relevant government stakeholders in implementing best practices for high quality nursing education
Support in Quality Accreditation and Quality Improvement initiatives for Nursing and Allied Healthcare Professionals with focus on systems strengthening
Build capacity of relevant government stakeholders and organizations for sustainability
Ensure appropriate development of the team members to increase quality of support to Gov. of Bihar
Conduct rapid research of best practices from other States, research literature and international practices on key system strengthening components
Develop appropriate policy proposals in a participative approach through effective liaising with internal and external stakeholders (including government and other health partners)
Follow up with concerned government officials to ensure appropriate proposals are moved in a timely manner
Set up systems and processes for smooth coordination with the various stakeholders including a regular cadence of meetings, timelines etc.,
2. Any other work assigned by the line manager.
QUALIFICATIONS
PGDM/MBA or MA in Public Policy or any other equivalent degree
Experience:
At least 2 years working with government/development/consulting sector projects mandatory
Consulting experience with public health or government or development sector projects shall be strongly preferred
Experience working in the education sector with an understanding of competency frameworks shall be preferred
