Terms of Reference/ Scope Document for SROI of GOAL project

Trickle Up is reaching out to a diverse pool of esteemed professionals, research agencies, academic institutions, and consulting firms to invite expressions of interest in conducting a Social Return on Investment (SROI) analysis for its GOAL project. This initiative aims to identify experienced organizations and individuals with a demonstrated ability to carry out rigorous SROI assessments, which evaluate the social, economic, and environmental outcomes of development programs and translate them into monetary terms to provide a comprehensive understanding of the value created. The SROI analysis for the GOAL project will play a critical role in quantifying the social impact of the interventions implemented, highlighting the tangible and intangible benefits generated for project participants and stakeholders. Through this evaluation, Trickle Up seeks to capture insights on the efficiency and effectiveness of its strategies in fostering economic inclusion and empowering vulnerable communities.

Terms of Reference

1. Introduction:

Trickle Up is a nonprofit organization dedicated to empowering those in extreme poverty, particularly vulnerable and marginalized groups such as women, people with disabilities, indigenous communities, and refugees across the Americas, Africa, and India. Since 1979, we have worked tirelessly to help individuals build resilient livelihoods and break the cycle of poverty. Committed to eradicating extreme poverty by 2030, our vision is a world free from such hardships. We aim to reach 5 million people, supporting 1 million ultra-poor women to exit extreme poverty by 2030 through partnerships with local organizations, global institutions, and governments. In India, where we began our work in 1983, we have supported over 150,000 ultra-poor women in 22 districts across Jharkhand, Odisha, and West Bengal. Our approach focuses on generating evidence, learning, and influencing key stakeholders to adopt effective strategies, including integration with government programs like the National Rural Livelihood Mission. We collaborate closely with government partners at various levels to ensure that the poorest individuals benefit from available services and support. With a commitment to quality and scalability, Trickle Up continues to strive for impactful change in the lives of those in extreme poverty.

2. Partnering to Scale Up Graduation with Jharkhand State Livelihood Promotion Society (GOAL)

During Phase 1 (2015-2018), Trickle Up collaborated with the Jharkhand State Livelihood Promotion Society (JSLPS) to develop and execute livelihood initiatives targeting individuals living in extreme poverty, as defined by India’s National Rural Livelihood Mission (NRLM). The objective was to establish a replicable model for the state government to engage these marginalized populations effectively with social protection services that facilitate livelihood development. By integrating the Graduation Approach with the state's social protection program, the project aimed to ensure the inclusion of the most vulnerable groups and facilitate their access to available services. Over the course of three years, Trickle Up and its community-based partners provided training, support for savings groups, coaching, and connections to health and government services to 3,000 ultra-poor participants. Plans were set to scale up the project to benefit 10,000 participants in the subsequent two years.

In Phase 2 (2018 – 2022), Trickle Up continued its collaboration with community-based partners to extend support to 4,200 Particularly Vulnerable Tribal Group (PVTG) households through the Graduation Approach over three years. There was an intention to expand the project to encompass 10,000 PVTG households in the fourth and fifth years of operation. This phase marked an extension of the memorandum of understanding (MOU) signed in 2017, building upon the success of the previous MOU, which had reached 800 ultra-poor participants between 2015 and 2018.

Moving into Phase 3 (2022 – 2025), Trickle Up and JSLPS aimed to amplify their intervention efforts, focusing on promoting more sustainable livelihoods by facilitating connections between women in extreme poverty and existing markets. Additionally, efforts were directed towards strengthening the capacity of coaches, known as "change makers," appointed by JSLPS to deliver high-quality services. This involved capacity-building activities targeting 15,000 PVTG households across 10 districts. The implementation strategy emphasized promoting sustainable livelihood activities with a particular emphasis on market linkages to support 300 participants in graduating out of ultra poverty. Furthermore, support was provided to JSLPS to enhance their data analytics capabilities, enabling more timely and effective decision-making processes. Strengthening JSLPS's digital interventions, including mobile applications and digital knowledge products, was also prioritized to improve the quality of training programs and advisory services.

Direct Implementation in Littipada block:

In Littipada block, direct implementation efforts focus on enhancing the livelihoods and social inclusion of 300 project participants (PVTGs). These participants are organized into groups and provided with assets to support their livelihood activities. Group-based coaching is conducted to build a shared vision and strengthen enterprise management skills.

All 300 participants are also facilitated to access key social entitlements, including Aadhaar, Public Distribution System (PDS-Dakaia), Pradhan Mantri Awaas Yojana, MGNREGA, and Ayushman Bharat schemes.

The objectives of this direct implementation are:

Outcome 1: Enhanced Financial Inclusion

Improved access to and utilization of savings and credit systems to foster financial security.

Outcome 2: Improved Livelihoods

Increased productivity, sustainability, and diversity in livelihood activities through profitable group enterprises that promote dignity and resilience.

Outcome 3: Strengthened Social Empowerment and Inclusion

Fostering agency and collective decision-making among participants to promote equitable social integration.

Outcome 4: Enhanced Food Security

Ensuring consistent access to nutritious food through diversified livelihood strategies.

Outcome 5: Improved Access to Social Entitlements

Streamlined access to government welfare schemes to address fundamental needs and reduce vulnerabilities.

Objective of the Assignment:

Quantify the social and economic outcomes generated by the program.

Assess the cost-effectiveness and value created for project participants in PVTG communities

Identify areas for program improvement and provide actionable recommendations.

Develop a robust framework for measuring and communicating the social impact of similar programs.

3. Scope of Work

Understand the Program: Review the Project's Goals, Objectives, and Indicators: Conduct a thorough review of the project's initial goals, objectives, and performance indicators to establish a benchmark for the endline assessment.
