Hiring an Agency for the Evaluation of the GARIMA Program

1. Background
ChildFund India, a child development organization registered in India in 1984, has been working with children, youth, and families from the most remote, extremely backward, and hard-to-reach areas, with a vision to build “an India where children lead a dignified life and achieve their full potential”. ChildFund India works in the rural belts of the country, now slowly expanding its focus to urban locations too, where child protection issues and violence against children are prevalent. Its programs provide comprehensive support to children from their conception until they reach 24 years of age by integrating health & nutrition, nutrition, sanitation, gender equality, education, skill training, livelihoods, child protection, and humanitarian relief work. ChildFund India annually reaches lakhs of children, youth, and their families across the country, through its programs. ChildFund India’s unparalleled longstanding community presence in India, long-term partnership with grassroots organizations and relations with relevant stakeholders especially the Government ensure that its holistic interventions foster an enabling environment where children can grow to their fullest potential. Currently, it works in 78 districts across 12 states in India. ChildFund India is a non-profit, non-sectarian, humanitarian organization, dedicated to serving the needs of children, hereinafter referred to as ChildFund.
The GARIMA project aims to address adolescent reproductive and sexual health through targeted interventions. Ensure its continued success and identify areas for improvement, the project requires a comprehensive evaluation of its impact and delivery. This evaluation will inform program scalability and adaptation for future implementation.

2. Evaluation Objective: To assess the impact and delivery of the GARIMA project, focusing on perceived outcomes, program fidelity, and implementation processes, to derive actionable insights for program improvement and scalability.
Perceived Outcomes: Understanding changes experienced by stakeholders.
Program Fidelity: Examining adherence to the program design and variations across contexts.
Implementation Processes: Identifying barriers, facilitators, and cost implications for scaling.
3. Scope of Work: The evaluation will include the following components:
3.1 Most Significant Change (MSC): Perceived Impact Evaluation
Overview:
The MSC methodology involves participatory storytelling to identify and analyze the most significant outcomes of the GARIMA project. This component focuses on gathering insights from adolescents, peer educators, families, and other stakeholders to understand the program's impact.
Primary Research Questions:
What is the perceived impact of GARIMA from the perspective of adolescents, peer educators, families, and other stakeholders?
What types of change (social, economic, health, behavioural) are most significant?
Deliverables:
Collection and analysis of significant change stories from selected locations.
Identification of domains of change (e.g., social, economic, health, behavioural) aligned with intervention objectives.
Development of a dissemination plan for findings.
Proposal Submission Requirements
Interested agencies must submit the following:
1. Technical Proposal:
Understanding of the TOR.
Detailed methodology and work plan.
Key personnel profiles.
2. Financial Proposal:
Detailed budget breakdown.
3. Organizational Profile:
Experience in similar evaluations.
References from previous clients.
