SPYM is working in the domains of Health, Socio-economic development, Advocacy and Networking in the North, South and North Eastern part of India. SPYM has worked with Govt. agencies i.e. Ministry of Health & Family Welfare, Ministry of Social Justice & Empowerment, Ministry of Youth Affairs & Sports, Ministry of Rural Development, Govt. of India etc. along with Multilaterals agencies like World Bank, UN agencies like UNDP, UNFPA, UNICEF, UNAIDS, UNODC etc., bilateral agencies like DfID, USAID, CIDA etc.
State Technical Support Unit:
SPYM has been managing the State Technical Support Unit (STSU) on TB for the State of West Bengal to support the State in implementation of Tuberculosis Intervention as part of National Tuberculosis Elimination Program. STSU is mandated to support the State TB Cell (STC), District TB Officers (DTOs) and City Health administrators in planning and implementation of activities leading towards TB eliminationas envisioned by 2025. Key areas of support are:
a) Support the state in implementing the engagement of Service Providers in private sector, NGOs and untapped areas.
b) Contract management with Private sector & NGO sector
c) Monitoring & Evaluation
d) Capacity building and Technical Support
SPYM invites application for the post of Contract Management Expert – State Technical Support Unit (STSU):
Location: Kolkata, West Bengal
About the Position: Responsible for managing Down-stream Contracts (district level), development of Contracts, managing Suppliers, documentation and MIS, ensuring timely reports from Suppliers, etc.
Job Responsibilities:
1. The CM Expert is expected to provide overall focused strategic support and inputs to the State TB Cell under NTEP, for already rolled out PPM scheme, developing contracts for public private partnerships in the state (e.g. Sample Transport Mechanism)
2. Developing the operational framework for timely onboarding of agencies in the state.
3. Develop a mechanism with other stakeholders for maximum enrolment of private providers in the state Including undertaking direct visits to the private providers.
4. Ensures the legality of contracts and their proper commissioning
5. Managing the contracting process in accordance with organizational / CTD guidelines and in a timely manner
6. Perform periodic review of the procurement files and records maintained under different contracts of PPM
7. Support State TB Cell in managing Down-stream Contracts (district level) – development of Contracts, managing Suppliers, documentation and MIS, ensuring timely reports from Suppliers, etc.
8. Any other work / task that may be assigned by STO/ TL- STSU, West Bengal
Qualification & Experience:
Postgraduate degree in management/Post Graduate Diploma in Health Management/ Public Health/ Public Health Administration (2 Yrs, Full Time-AICTE approved)/ Commerce/ Social Science / Public health
The candidate should have minimum 5 years of relevant experience in handling public private partnership projects and procurement at State or National Level
Should have expertise in Project Management, Contract Management, and / or Public Health Management.
Desirable: Experience in TB programs, already located in the State of West Bengal.
Required knowledge, skills and abilities typically needed to perform this job:
Good communication skills and proficiency in English, Bengali & Hindi preferably.
Ability to undertake & deliver on the above responsibilities and tasks.
Excellent documentation and presentation skills.
Flexibility and the ability to work effectively in a team and cope with pressure and challenges.
Excellent interpersonal skills and able to work independently as well as part of an effective team.
Willingness to travel extensively in West Bengal.
Previous experience in the state is desirable.
Salary: Monthly remuneration will be in the range of Rs. 90000 to Rs. 100000 per month and shall commensurate with experience and prior payments drawn by the final selected candidate.
