TENDER NOTICE
FOR
Consultant to support the MoEFCC on climate finance and GCF-related matters
- The Indo-German Technical Cooperation project, Climate Adaptation, Resilience and Climate Finance in Rural India (CAFRI II) aims to improve the sustainable management of natural resources, minimize the risks of climate change, and increase productivity, income, and employment in rural areas by public and private sector interventions.
- The core problem is that climate policies, programs and financing mechanisms have not yet resulted in significant implementation of adaptation measures and in strengthening the climate resilience of vulnerable population groups, especially in rural India.
- The module objective is that planning, implementation, financing, and monitoring of gender-responsive, transformative, and climate risk-informed interventions to increase climate resilience in rural India in selected states and at the national level is strengthened.
- The target group will be women and other groups particularly affected by the consequences of climate change in the states of Himachal Pradesh, Uttar Pradesh, Haryana, Uttarakhand, and Tamil Nadu and in other regions, as well as different intermediary groups at the national, state, and local levels.
- Ministry of Environment, Forest, and Climate Change (MoEFCC) and the National Bank for Agriculture and Rural Development (NABARD) are the implementation partners.
- Most of the states are now mainstreaming climate change agenda through the implementation of various climate actions proposed in the SAPCC. One of the major barriers have been financing climate actions.
- The CAFRI II project supports NGOs to use and access of public funds available for climate adaptation measures. One of the largest available public funds is the Climate Change Fund of NABARD (CCF-ID).
- Furthermore, states are exploring various options like carbon market and green financing. The challenge is having right approach and access to credible carbon market. In this context, the government of Odisha is exploring a strategy to identify green financing options for climate actions in SAPCC.
- GIZ intends to hire the services of an experienced advisor to support the development of valid project proposals to be submitted to CCF-ID, and to support the DoEFCC of the Government of Odisha in providing strategic guidance for climate financing including the ongoing pilot to identify possible risks and opportunities in various sectors.
- The CAFRI II project requires a consultant to support the liaison between the project and the MOEFCC.
- This assignment is for individual consultants, participation from firms shall not be considered.
