Consultancy for Assessment of Self-Entrepreneurship Program and Development of framework for Women's Entrepreneurship program Pathways

Nomi Network (https://nominetwork.org) is a Non-Profit Organization based in USA and working in India and Cambodia. Nomi Network is committed to empower girls and women from marginalized communities who are at risk of and/or vulnerable to modern day slavery.

Organization does that by creating pathways to safe and sustainable employment for women and girls. In India, Nomi Network implements two flagship programs namely Adolescent Girl’s Empowerment Program (AGEP) and Workforce Development Program (WFD).

Nomi Network provides training and job opportunities for survivors and women at risk of human trafficking or unsafe migration, by increasing their ability to become financially independent. In India, we implement our programs in partnership with CSOs, not for profit organisations, and with community based organisations, government, and private sectors.

Currently we are working in Bihar, Jharkhand, Odisha and West Bengal. “Our mission Is to end human trafficking by creating pathways to safe employment, empowering women and girls to break cycles of exploitation in their families and communities.”

About the program:

The Workforce Development (WFD) program is Nomi Network’s core initiative, aimed at empowering marginalized women who have survived or are vulnerable to human trafficking, unsafe migration, bonded labor, or exploitation.

This program fosters confidence, hope, and agency in women while offering a holistic approach to breaking the cycle of exploitation. Program provides a blend of essential work readiness skills, technical training, mentorship, counseling, and resources, while creating an ecosystem that supports sustainable livelihoods and economic mobility.

About the Assignment:

Nomi Network’s Workforce Development (WFD) program seeks to engage a consultant to assess and document existing processes and pathways in self-entrepreneurship among marginalized women in India. This project aims to create a comprehensive framework for self-employment programs tailored to the unique needs of both urban and rural women, ensuring these programs align with local contexts and empower women toward sustainable livelihoods.

Objectives of the assignment:

The key objectives of the consultancy are as follows:

• Conduct an in-depth assessment of existing women-entrepreneurship program frameworks, identifying gaps, challenges, and opportunities for improvement, with actionable recommendations.

• Document the processes, practices, and support mechanisms currently in place for rural women’s entrepreneurship.

• Develop an outline for Self employment and entrepreneurship program pathways framework for Nomi Network

• Provide recommendations for scaling successful models of women’s entrepreneurship programs to enhance their impact across regions.

Scope of Work:

The selected consultant is expected to present a comprehensive methodology for carrying out the assignment. The methodology should include a mixed-method approach, incorporating site visits, stakeholder interviews, and community engagement to gather insights into Nomi Network’s existing frameworks and program in India.

Deliverables:

The consultant will be required to submit the following deliverables:

• Inception Report: A detailed work plan with clear milestones, timelines, and methodology,

• Design the tools for this assignment

• Assessment and Process Documentation Report: A report documenting the existing processes and assessment report of the existing model along with cleaned data, transcript, document (audio, video, soft copies etc)

• Develop Framework outline for Self Entrepreneurship program pathways for Nomi Network’s women entrepreneurship program

• Presentation of Findings: A final presentation outlining key findings, recommendations, and proposed action steps.

Interested consultant should submit a proposal including:

• A detailed CV or profile highlighting relevant experience.

• A technical proposal, including a brief methodology and work plan and timeline.

• A financial proposal, with a clear breakdown of costs associated with each phase of the assignment.

• A sample of a relevant assignment (file/document link) previously carried out by the consultant that demonstrates experience in similar type of work,

Consultant Qualifications:

The ideal consultant will possess the following qualifications:

• Proven experience in assessment and process documentation, particularly within rural entrepreneurship, women’s empowerment, or livelihood development programs.

• Expertise in rural development, gender issues, and self-employment programs.

• Strong research, analytical, and report writing skills, with the ability to communicate findings effectively.

• Experience working with diverse stakeholders, including grassroots communities, NGOs, and government agencies.

• Familiarity with emerging trends in women’s entrepreneurship and livelihood programs in India, as well as international best practices.
