1. Background Summary

Humana People to People India (HPPI) is a non-profit development organization formed in India in 1998 with the mission to unite with people to create development in a holistic manner.

HPPI projects aim to transfer knowledge, skills and capacity to individuals and communities who need assistance to rise from poverty and other debilitating circumstances. HPPI is legally registered as a charitable development organization under Indian laws (Companies Act, Income Tax Law, FCRA). 

HPPI’s consistent quality of implementation has resulted in a sustained growth in the scope, outreach and scale of its projects. Today, HPPI works in 109 locations across 15 States,

reaching almost 3 million people annually. HPPI is in partnership with over 70 committed and engaged partners, including Corporate Social Responsibility partners, Foundations, and Governments including Indian and Internationally. HPPI’s development interventions are broadly segmented into 4 broad sectors: Education; Livelihoods and Community Development; Health; and Environmental Sustainability. While project models have their goal aligned to one of the 4 verticals, objectives/outputs and activities often cut across themes and verticals in order to provide optimal value to the people and communities. 

Broader strategies are developed to be in alignment with National policies and the UN’s Sustainable Development Goals.

Specific interventions are designed to result in focused and sustainable impact at the grass roots level and involve extensive stakeholder engagement at the community and institutional levels. HPPI is a member of the international Humana People to People Federation (www.humana.org) through which HPPI receives key capacity building support (technical and financial) and, in select cases, project co-funding.

In line with its strategic vision to improve access to high quality foundational learning to every child, HPPI has, over the years, developed focused foundational learning interventions designed to have an impact through measurable improvement in learning levels of primary grade children.

Examples of these interventions include:

Kadam accelerated learning programme for mainstreaming of out-of-school children (OoSC) in Primary schools

 Kadam+ learning enhancement programme for primary in-school children

Samarth targeted education intervention for secondary school children

Sambhavana extended programme for upper primary grade children

NeTT programme for enhancement of pre-service teacher training capacity of State institutions (DIETs)

NeTT+ programme for enhancement of the role played by DIETs in the Government school system. 

Cumulatively over the last 10 years, these projects have impacted almost 400,000 children and 17,500 teachers across 11 States. The capacity to design relevant and operationally sound programmes, combined with years of experience including established relationships with government departments, has placed HPPI in a unique position to deliver projects at scale and to support the improved delivery of quality of education in India. 

The Kadam 2030- NCLB Project

The Kadam 2030- NCLB project is designed to work from the grassroot (children's home communities) and through the Government School system hierarchy. The student-centric and holistic development-oriented designs of HPPI’s flagship education models – Kadam for children and NeTT for primary teacher training – were informed by years of feedback from children, teachers, communities and administrative stakeholders. 

The Kadam-2030 NCLB project is envisioned as a multi-state, multi-partnership model that synergizes public infrastructure and funding with private sector expertise and knowledge. The key partner-types expected to be involved in the Kadam-2030 NCLB project are listed below:

a. Humana People to People India (HPPI)

b. Rural India Supporting Trust (RIST)

c. Government: State Department of School Education (DSE), which are nodal State units responsible for school education

d. Government: State Council of Educational Research & Training (SCERT), which are nodal State units for Curriculum Development and Teacher Education.

e. Private Sector Agencies (NPOs or Commercial)

Technical Experts (e.g., for technology, assessment, etc.), including private sector non-profits or social

Enterprises with established credentials in ed-tech products and/or impact assessment systems.

Co-implementing partners under State Agreements, including non-profits working in partnership with the States in school education and teacher training interventions in geographies where the Kadam-2030 NCLB project is being implemented.

Advocacy Partners, including non-profits that have established credentials in working with State Governments in Education Policy and Systemic matters. 

The program’s three broad tiers for stakeholder/ community engagement are outlined below: 

A. Local Communities: One size does not fit all in a multi-cultural and multi-lingual demography like India. At the local level, parents of children, community leaders and influencers, school teachers and school management all participate in identification of local challenges and problems as well as in identifying resource bottlenecks and creating a conducive ecosystem for improved foundational learning levels in children.

Parents provide support at home, communities motivate parents, school teachers provide academic support and school management coordinates availability of resources when needed. Project components such as thematic activities, community engagement, and children’s events are co-designed at this level. 

B. Systemic Stakeholders: The mid-level administrative hierarchy at District and Block levels – such as District Education Officers and Block Resource Officers – are vital links in the conversion of State-level vision and plans to educational products and services at the local level.

They participate to identify high-priority demographics, co-design implementation cycles, achieve targeted outcomes, and co-manage and review the project from the State’s side. Project components such as annual planning, MIS (Management Information System) reporting, and basic outcome analyses are co-implemented at this level. 

C. Policy-Level Stakeholders: Senior State Education Offices – including those in charge of School Education and Teacher Training – participate in jointly envisioning the partnership framework, macro-level project planning and review, and assessing the long-term impact and potential to scale up. State Education Specialists participate in curriculum integration and learning assessment modalities. 

The Kadam-2030 NCLB is unique in how it integrates product (content, assessment system), process (partnership, systemic integration) and approach (stakeholder and community participation) to achieve the end goal of achieving quality foundational learning in children.

Proposal Timeline

20 Dec 2024- Release of the request for proposals 

10 January 2025- Submission of Contractual and Technical Inquiries to Snorre Westgaard, Humana People to People India, e-mail address (s.westgaard@humana-india.org). 

25 January 2025- Completed proposals must be delivered electronically by this date to Snorre Westgaard, CEO HPPI (s.westgaard@humana-india.org).

Applicants are requested to submit the following documents: 

A proposal detailing plan to reviewing and finalising the Impact Evaluation Strategy.

A proposal detailing approach to impact study method and timeline.

CVs of the project team members.

Brief overview of consultant/consulting agency’s track record in conducting similar assignments. 

Timeline- Provide a detailed timeline with clear milestones and deadlines for each stage of the impact assessment, from inception to the final report.

Detailed budget that includes:

Estimated costs for personnel, travel, data collection, and other resources required.

Any additional costs such as software, tools, or third-party services.

A justification for each cost item and overall budget.

Total budget for the entire impact assessment.

Payment milestones (e.g., upfront payment, mid-term payment, final payment upon submission of the report).

7. Risk Management and Contingency Plan

Identify potential risks to the successful completion of the impact assessment (e.g., delays, data access issues, or stakeholder engagement).

Propose mitigation strategies to address these risks and ensure timely delivery of results.

8. Confidentiality and Conflict of Interest

The proposal should include a statement confirming that the team has no conflict of interest regarding the impact assessment.

Proposals will be treated as confidential and used solely for the purposes of evaluating the submissions.

HPPI will share the Theory of Change, Related Indicators and Draft Evaluation Questions for reference.
