IHAT PURPOSE AND PRIORITIES
India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation,
IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state.
The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.
ABOUT PROGRAM
The Uttar Pradesh Technical Support Unit (UPTSU) provides integrated Technical Assistance (TA) to the government of Uttar Pradesh (GoUP), which focuses on accelerating progress in reproductive, maternal, new-born and child health, and nutrition (RMNCHN).
UPTSU works closely with the GoUP at the state, district and local levels to optimize RMNCHN programs and services. The technical assistance provided by UPTSU is integrated within the GoUP’s health system response for scale-up and sustainability.
UPTSU focuses on interventions to improve outcomes in Family Planning, Maternal and New-born Health, and Nutrition, along with Routine Immunization, Digital Health, and other initiatives.
ROLE PURPOSE
The role of Senior Program Officer requires to provide support in developing effective SBC strategy with focus of digital SBCC initiatives and designing of human centric BCC materials. Expert in media analysis and media planning.
DIMENSIONS
Developing SBC strategy and campaigning on various themes of RMNCHA+N, guidelines, and tools for effective implementation of SBC activities approved for Uttar Pradesh
Support in Quality documentation of the process adopted for outcome-oriented SBC campaigning/activities, meeting minutes, etc and prepare quality reports to share with different stakeholders (GOI, Development partners etc.)
Support in development of digital SBCC flow for D2C platform
Support in production of annual video magazine PAHAL
Provide support in the development of BCC tools/materials of RMNCHA+N
Development of creative briefs on RMNCHA+ N
Developing storyboard for annual video magazine PAHAL
Development, compilation and editing of content for PAHAL - quarterly magazine
Integrating gender aspect in all BCC material
Coordination and liasoning with vendors and internal team
Support media agency in field for video shooting
Review the IEC/BCC materials and develop the designed IEC/BCC materials on RMNCH+A and nutrition
Design impact evaluation and produce analysis of IEC/BCC materials on RMNCH+A and nutrition
Any other work given by the line manager or organization from time to time
Key Performance Indicators
Submission of final approved quarterly newsletter PAHAL
Submission of at least 3 communication campaigns for D2C platform
Submission of creative content for BCC tools/material on RMNCH-A and nutrition
Submission of quality scripts for films
Submission of quality documents and reports
QUALIFICATIONS
Required Qualification: Master in Social Sciences/ Mass Communication or equivalent qualification. Degree/P.G Diploma in Mass Communication
EXPERIENCE
Essential experience: 1-3 years’ experience in designing and implementation of Social Behaviour Change Communication campaigning/activities in development sector
Experience in developing effective BCC materials
Experience in qualitative data analysis, report writing and documentation
Experience in writing storyboards
Preferred experience: Experience of working with government system closely will be preferred
Experience of working in public health would be preferred

KEY RELATIONSHIPS
Internal: Coordination with the various program teams and system team at State and district level to identify the SBCC gaps to be addressed for the quality BCC initiatives at the community and health facility level.
External: Coordination and Liaison with National Health Mission, Uttar Pradesh, DoFW and DMH for developing the SBC strategy and execution of effective SBCC activities across the State.
