Job Summary
The Director of Finance & Operations (F&O) will lead the Finance & Operations functions of JSIPL and provide overall direction, vision and organizational responsibilities for all finance and operations functions. The incumbent will oversee and lead the functions of award management, finance and accounting, procurement, administration, IT and compliances. This position will work closely with the Managing Director, and in close co-ordination with the Heads of Program, HR and NBD for organizationwide planning and decision-making, contributing to the business plan and strategic objectives of JSIPL. The incumbent will also be directly responsible for ensuring JSIPL’s financial health through the oversight of JSIPL financial statements, management of annual corporate budgeting, risk and compliance adherence, determination of organizational indirect cost rates, and cash flow management. They will continually liaise, discuss and seek inputs from JSI HO Staff on strategic matters related to finance & operations.
The Director – F&O will provide strategic leadership and guidance by ensuring that the financial and operations functions are managed in an efficient and effective manner, compliant with JSIPL’s policies; local laws and regulations in India. The incumbent will be responsible for shaping the policies, procedures and systems of JSIPL, that would be in compliance with local laws and donor requirements. They will develop and monitor systems to ensure the continued ability to respond to growth of JSIPL with a focus on project planning and financial management, risk and compliance, Information Technology (IT), procurement and general administration. They will maintain Internal Control Systems and ensure compliance with the JSIPL’s policies and procedures and related legal norms.
The position will be the key point of contact for all interactions with JSI HO and other relevant external stakeholders including donors, auditors, legal counsel, compliance and other consultants / advisory firms etc.
Responsibilities:
Strategic Finance & Operations responsibilities:
Lead, guide and train the Finance & Operations team and oversee all India country office finance & operations functions.
Actively oversee the financial health of JSIPL, continuously monitoring and projecting JSIPL’s financial performance, risk analysis, revenue projections and MSA etc.
Manage statutory compliances and support newer initiatives to ensure financial and statutory compliance.
Lead the annual JSIPL budget planning process and revenue forecasting as well as the determination and management of the Indirect Costs rate to ensure cost recovery
Advise JSIPL Management on finance strategy, policy and relevant developments
Establish and ensure compliance with finance and operations policies and processes consistent with best practices in the industry.
Ensure that financial systems and policies are consistent with all the requirements of taxation legislation and statutory obligations in India.
Ensure that the statutory external audits and donor audits are managed effectively and required corrective action has been taken to strengthen the systems.
Update the quarterly MOU and ensure appropriate staff and other cost allocations across projects based on information from the Lead-Award Management.
Develop and implement systems, tools and processes to ensure internal & external risk is mitigated effectively to meet necessary compliances.
Ensure monitoring of overall costs and implement cost rationalization measures as per organizational need.
Organize Board Meetings of the Organization, maintain documentation and requirements related to the Board proceedings.
Closely coordinate with the Managing Director to effectively manage the Indirect Budget of the organisation including investment and utilisation.
Facilitate the Annual Audit of the books of accounts and comply with statutory reporting. Present the audited balance sheet during the annual general body meeting of the organisation.
Award Management:
Lead the preparation and negotiation of funding agreements with donors on behalf of the organization.
Ensure development & monitoring of project budgets to meet the needs of the organization, based on strategic and operational plans.
Oversee the financial aspects of sub awards including; the selection process, the completion of sub award agreements, the training and mentoring of sub awardees on financial requirements and reporting and approve their financial reports.
Ensure all donor compliances and reporting
Review and approve all new business initiatives in terms of budgeting and cost estimations, identify risks, confirm financial viability and full cost recovery of each proposal to the organization.
Ensure smooth project operations in compliance with all applicable policies, procedures, rules and regulations of each donor.
Finance & Accounting:
Ensure the timely and accurate production of regular management accounts, financial and cash flow forecasts, statutory annual accounts and reports, balance sheets, etc.
Develop & implement effective financial management, control and monitoring systems across all projects in India, including systems focused on organizational performance.
Ensure an efficient, effective and compliant accounting and finance function of JSIPL including payments, payroll, etc. up to finalization of annual balance sheet.
Ensuring all statutory compliances, adequate cashflows and other financial requirements
Approve payroll and benefits allocation prior to payment.
Operations:
Ensure smooth and seamless operations at JSIPL including administrative, IT and procurement functions to enable efficient and effective organizational and project operations.
Ensure availability of adequate office space based on requirement and adequate office facilities management
Ensure appropriate vendors are contracted and utilized for smooth project operations including travel, hotels, taxis, printing, stationary etc.
Ensure cost effective and quality procurements for all project needs and ensure that procurement policies and guidelines are adhered for all organizational procurements,
Qualification and Experience Required:
Qualified Chartered Accountant / CPA or an equivalent degree.
Minimum 15 years’ post qualification progressive experience including minimum 5 years’ experience in Leading the Finance & Operations function, preferably in the social development sector with multidonor projects.
Strong managerial, organizational and problem-solving skills, as well as professional maturity, integrity and transparency.
Technical expertise in all aspects of operations, including accounting, financial management, statutory compliances, Tax Laws, risk management and regulations etc.
Strong experience managing finance and contractual requirements of new business development
Ability to provide leadership and work as part of a team
Demonstrated knowledge and experience working with the Government of India on issues of registration, corporate compliances, statutory requirements, audit and tax laws.
Preference will be given to candidates with hands-on experience in the development sector, private limited companies and FCRA rules and regulations.
