Background

Patang is a non-profit organization committed to empowering young people and communities through leadership, education, and participatory learning. Our work focuses on gender, equality, and social justice through innovative programs and community engagement.

We seek proposals from qualified consultants/agencies to develop an online platform/database  management system for organizational use. The platform/system should be user-friendly, capable of securely storing all relevant organizational data, and designed to enhance operational efficiency across various functions, including programs, human resources, financial management, monitoring & evaluation, and organizational development.

The Patang team comprises members from diverse socio-economic backgrounds and varying levels of technical expertise. The selected agency/consultant is expected to have the capability to build the capacity of each team member to effectively use the platform/database management system.

Objectives of the Assignment

The primary objectives of the platform/database management system are:

To streamline data storage and retrieval for different organizational functions.

To facilitate seamless coordination across departments.

To ensure data security and controlled access for different user levels.

To enable efficient monitoring and evaluation of programs.

To support financial and human resource management processes.

To provide analytics and reports for informed decision-making.  

Scope of Work

The selected consultant/agency will be responsible for:

1. Designing an intuitive, scalable, and secure online platform/database management system tailored to Patang’s needs.

2. Modules Required (can be revised upon discussion) :

Program Management

Human Resource Management

Financial Management Monitoring & Evaluation

Organizational Development

3. Defining access levels for different user categories (e.g., admin, finance, program staff, M&E team, etc.).

4. Ensuring data encryption, user authentication, and periodic backup mechanisms.

5. Ensuring compatibility with existing tools and platforms used by the organization.

6. Conducting training sessions for staff and providing a user manual.

7. Offering post-deployment support for troubleshooting and updates.

Expected Deliverables

A functional online platform/database management system with all required modules.

User access control and security features.

Training sessions and a user manual.

A post-deployment maintenance and support plan.  

Eligibility Criteria

Interested consultants/agencies should have:

Proven experience in developing similar platforms/database management systems for non-profits or development organizations.

Strong technical expertise in web-based database development, security, and cloud-based solutions.

Ability to provide user-friendly and scalable solutions.

Capacity to provide training and ongoing support.

Proposal Submission Requirements

Interested parties should submit a proposal including:

Overview of the agency/consultant, relevant experience, and key personnel.

Understanding of requirements and proposed solutions.

Tentative timeline for development, testing, training, and deployment.

Detailed cost breakdown, including development, training, and maintenance costs.

Examples of similar projects completed and references from previous clients.  

Evaluation Criteria

Proposals will be evaluated based on:

Understanding of project requirements (15%)

Technical expertise and experience (40%)

Feasibility and user-friendliness of proposed solution/s (20%)

Cost-effectiveness (15%)

Work plan and timeline (10%)
