Program ACCELERATE, is a PEPFAR & USAID- supported HIV/AIDS program aimed at improving health outcomes among key and vulnerable populations program in India. The effort is being led by Johns Hopkins University School of Medicine (JHU SOM) and includes partners The Fenway Institute (TFI), YR Gaitonde Centre for AIDS Research and Education (YRGCARE) and Blue Lotus Advisory (BLA).
The position of Director, Monitoring, Evaluation & Learning (MEL), ACCELERATE with JHU SOM, will be primarily responsible for development and maintenance of data and reporting systems across all levels of oversight and implementation. Director (MEL) will be the in-country lead for MEL in the project and will also maintain a direct interface with SI teams at USAID, NACO and JHU.
Duties and Responsibilities
Lead overall design, implementation and management of all activities aligned with th ACCELERATE’s MEL plan (for each, respective country operational plan).
The Director (MEL) will provide evidence-based inputs into finalization of targets and benchmarks as well as target setting and reporting.
S/he will lead coordination and technical support to USAID on tools and templates designated by PEPFAR & USAID - FAST, DATIM, POART, and custom indicators as required by the program.
In collaboration with COP, DCOP and project thematic leads, the Director (MEL) will be responsible for compilation of field reports, data validation, review and finalization of all formal reports to donor and government stakeholders.
S/he will be responsible for the timely completion and submission of data confidentiality and security undertakings, and due compliance to mandated data protection measures for HIV programs.
S/he will build skill and capacity of state/district/site teams on data quality, reporting, analysis and interpretation which will contribute to program strengthening.
S/he will provide technical assistance to NACO and SACS on strengthening strategic information initiatives, evidence-based action plans, and technical assistance for research, including operational research.
S/he will lead on and support artificial intelligence/machine learning (AI/ML) initiatives under the project
S/he will conduct quantitative/qualitative data analysis using tools such as NVivo, STATA
Oversee and participate in all monitoring, evaluations, assessments and data collection and provide hand-holding and supportive supervision to all M & E/data specific personnel in ACCELERATE, including sub-awards.
Design and develop field data validation plans and appropriate methodologies and instruments, and conduct and/or oversee corresponding data analysis.
Provide oversight to MEL in all aspects of implementation of the foregoing activities and management of staff and consultants.
Plan and implement dissemination activities for sharing results and findings of monitoring, evaluation, and research activities under the portfolio.
S/he will provide inputs on data usage and representation for knowledge products, dissemination content and outward-facing reports published by ACCELERATE.
Development and submission of reports, presentations, updates as required by NACO, SACS, JHU, USAID, PEPFAR.
Preferred Education, Training and Experience:
Demonstrated experience in monitoring, evaluation and learning with HIV and/or other health programmes in India/globally.
Minimum 10 years work experience on MEL at the site/state/national level
Master’s degree (preferable, not essential) or diploma in relevant field
Experience working in collaboration with the Indian government and international technical agencies.
Experience working with US donor-funded programs, and PEPFAR is desirable
Other requirements
Computer skills, including Microsoft Word, Excel and Power Point
Excellent skills related to data i..e data- management, analysis, interpretation and presentation
Demonstrated experience in quantitative/qualitative data analysis and tools for e.g. NVivo, STATA
Excellent written and oral communication skills
Fluency in written and spoken English and Hindi
Ability to work with minimal supervision
Proven ability to work proactively, balance many priorities, remain flexible and carry out tasks in an efficient and timely manner
Ability to work well on a team and coordinate with different work styles
