Broad background of the Position

IDC is presently in partnership with Panchayati Raj Department of Government of Uttar Pradesh to provide technical expertise at the state and district level, and capacity building to a team of Gram Pradhan, Panchayat Sachiv, Safai Karmi and Panchayat Sahayak in selected Gram Panchayats who in turn can deliver robust and quality Solid & Liquid Waste Management (SLWM) infrastructure and commensurate services under Swachh Bharat Mission - Grameen. This is being achieved through establishment of one of the first of its kind in the state and possibly in the country an “Integrated Waste Management Center” (IWMC) equipped with demonstration of prototype and live models of technical options for solid and liquid waste and other training facility including 2 dedicated training halls and hostel & mess arrangements. The rural training campus has trained about 16000 Government and Elected Representatives as yet. Our training calendar is full for next 2 years. The IWMC is located in a village setting about 9 KMs away from Khurja City of Bulandsahar district of Uttar Pradesh and 45 KMs from Greater NOIDA. More about us can be accessed on www.indevcen.org.

This vacancy notice is for Development Specialist / Technical Officer for the candidates with a passion to make a change and sharpen techno-managerial skills in the rural WASH sector through ongoing implementation (including capacity building) across 58000 Gram Panchayats including about 5000 large population size villages resembling small towns.

Role of Technical Officer

Indian Development Center (IDC) is seeking to recruit suitably qualified persons for the post of Technical Officer. This a mid-level techno-managerial position with a role to extend capacity building and technical knowledge support in WASH (more specifically, solid waste and waste / used water management, including aspects of plastic waste management) to Panchayati Raj Department, Uttar Pradesh. This will require delivery of training session, team management, supportive supervision in the field, report writing in both Hindi and English, SBM (G) related MIS handling, frequent travel across the state of Uttar Pradesh and extensive coordination with Panchayati Raj Officials. The key results for the position are to enable accelerated achievement of Model ODF+ status of the selected Gram Panchayats especially those with population above 5000 in Uttar Pradesh under Swachh Bharat Mission (Grameen). Additionally, to monitor and do field visits in role as Third Party Verification of Women / Community Sanitary Complexes covering all districts of Uttar Pradesh. Included in the role is preparing technical proposals, field visit reports, DPR, presentations, report writing and business development. The post will gradually initiate rollout of septage management in the state of Uttar Pradesh.

Required Qualification and Experience:

Technical Officer – WASH: Masters in Engineering or Urban /Regional Planning having at least 5 years of relevant professional experience broadly in the water and sanitation sector with Bachelors’ in Civil Engineering / Architecture, Environment Planning. A prior experience of working in the sanitation and community engagement domain would be an advantage. Knowledge of software such as Auto Cad, ArcGIS, Photoshop, MS office etc. is a desired requirement. Willingness to undertake frequent travel with meagre resources and fluency in Hindi to draft documents and letters will be an advantage. Exceptionally talented candidates with just a Bachelors in Planning, Civil Engineering / Architecture, Environment Planning will be considered for a suitable placement.

The candidates with superior level of professional experience can be considered for senior roles while fresh-pass out for entry level position.

Salary and working condition:

The salary and compensation will not be a constraint for candidates bringing high value addition to the team and the role largely determined by the technical qualifications, rich and varied experience in sanitation sector and behavioural competencies. The annual compensation range is Rs. 4 to 7 Lakhs depending on the value addition being brought to the position. However, for applicants with substantial experience, the salary will not be a constraint. The position is located at the IWMC rural training campus which offers shared accommodation, if available. The nearest towns are Khurja, Bulandsahar and Greater NOIDA.
