About SAATHII: Solidarity and Action Against the HIV Infection in India (SAATHII), a registered non-profit organization, was founded with a vision for universal access to healthcare, justice, and social welfare for socio-economically marginalized women and children, communities impacted by the HIV/AIDS and TB epidemics, and groups marginalized on account of their sexuality and/or gender identity in India. Headquartered in Chennai, with nine branch offices across the country, SAATHII works towards universal access through information dissemination, networking, operational research, advocacy, training, and other technical assistance.
SAATHII has been chosen as one of the principal recipients (PR) of the Global Fund's (GF) HIV programs for 2024-27. The project's overarching goal is to contribute to the national goal of ending AIDS by 2030. SAATHII will assist the National AIDS Control Program (NACP) in meeting the UNAIDS fast track goals of 95-95-95.
About Kshamta Kendra: In the current phase of the GF funding 2021-24, in collaboration with NACO and the respective SACS Offices, SAATHII has established 20 Kshamta Kendra (KKs) across India. Kshamta Kendra (KKs) are capacity building hubs that have been selected to train the prevention cadre under NACP. The prevention cadre include the staff of Core Group Targeted Intervention (TI) projects, and Link Workers Scheme (LWS) projects. The Core Group TI projects cater to FSW, MSM, PWID, and Hijra/Transgender persons. The LWS projects cater to the at-risk population in the rural areas. The 20 KKs cater to all the 36 states and union territories across the country. Based on the training load, some of the KKs cater to a single state, and other KKs cater to multiple states.
In the next phase of GF funding, SAATHII will continue to provide technical support to the 20 KKs across the country. Apart from training the staff of core group TI and LSW projects, the KK will also train the bridge population TI staff. Additionally KKs will continue to focus on training of Master Trainers, developing tailored content, and supportive mentorship visits to the TI and LWS projects.
About the position “Regional Program Officer - KK (RPO-KK)”: Towards providing technical support to the 20 KKs, SAATHII is looking for experienced individuals with proven expertise in HIV prevention projects and especially substantial experience in working with core and bridge populations. The candidates are expected to have robust experience in stakeholder coordination including closely working with the SACS offices in the respective regions s/he is applying for. The candidates should have proven experience of providing mentoring support and demonstrated ability to prepare high level technical documents. S/he should be willing to travel extensively across the designated region and provide technical support to the KKs and liaison with SACS.
Specific Job Responsibilities:
Regional Program Officer - Kshamta Kendra (RPO-KK)
The Regional Program Officer (RPO-KK) will oversee operations in East and North-East India from either Kolkata or Guwahati and will report to the National Program Specialist (NPS-KK).
Roles and Responsibilities:
The Regional Program Officer - KK will be responsible for the following:
1. Support the NPS-KK in overall management and oversight of the Kshamta Kendra (KKs)
2. Support in revising the existing training modules for TI and LWS project staff
3. Support the KKs in planning and conducting training of TI (core and bridge populations) and LWS projects staff
4. Monitor the quality of training that the KKs are imparting by assessing the training data and provide guidance and technical assistance to the KKs towards improving training quality
5. Track training target achievement and assist the KKs in overcoming any roadblocks in achieving the targets
6. Assess the performance and availability of the Master Trainers and accordingly coordinate with SACS for conducting refresher training for the Master Trainers
7. Ensure that the KKs are able to utilize the Master Trainers to carryout on-site supportive mentorship visits to TI projects who require additional support
8. Ensure compliance to GF, NACO, and organizational policies and systems
9. Conduct regular program-finance review of their respective KKs
10. Ensure their respective KKs are able to submit timely high-quality reports to PR and SACS
11. Support KKs in stakeholder coordination and management
Qualifications, Experience, and Skill-set:
1. Postgraduate in health, social work, sociology, psychology, or its equivalent with at least five years of relevant experience in health and development sector (graduate candidates with significant experience of working with FSW, MSM, PWID, Hijra/Transgender persons, and bridge populations will also be considered)
2. Understanding of the national HIV program is essential
3. Experience of working on HIV projects with in-depth technical knowledge of HIV prevention, care, support, and treatment services
4. Proven ability at Project / Program Manager level, managing multi-state complex projects with tight deadlines and ambitious targets
5. Ability to manage multiple partners, and engage with stakeholders from various sectors of government, civil society and communities at national to sub-district levels
6. Excellent Oral and written communication skills in English. The candidates should have excellent oral and written communication skills in at-least one or two of the languages spoken in the region for which they are applying for
7. Familiarity with M&E and research, and experience using M&E data in program management
8. Sound computer skills, including use of Internet, MS Office™ software, and data analytics
9. Ability to work independently and as a team player in a complex multicultural environment
10. Proven track record of being a successful mentor to individuals, teams, and organizations
11. Proven ability to develop high level technical report and ensure timely submission to donors and stakeholders
12. Willingness to be based in the location they are applying for and work from office, and travel extensively to project implementation states (12-15 days/month)
