Background: The Voluntary Health Services (VHS) Chennai is implementing VHS-CDC Project NIRANTAR with the support from Centers for Disease Control and Prevention (CDC-DGHP) on “Accelerating Sustainability of Public Health Systems in India to Prevent, Detect, and Respond to Infectious Disease Outbreaks and Other Public Health Emergencies”. This Project NIRANTAR is being implemented from August 2020 and successfully completed four years aligning with project goals and strategies. 

The purpose of the project is to “strengthen district, state & national public health systems in India to sustain & continue advancement of Global Health Security Agenda (GHSA) priorities to prevent, detect & respond to disease threats across the country; and transition GHSA assisted activities increasingly to Govt of India (GoI)”. The key strategies of the project will include: Workforce Development capacity (WFD); SectorConnect: Field Epidemiology Program - One Health (FEP-OH); Emergency Management & Response Capacity (EM); Border Health (BH); Implementation of IHR Monitoring & Evaluation Framework (IHR); and Implementation of Public Health Programs (Oversight Committee). 

Workforce Development: As a part of the VHS-CDC Project NIRANTAR (supported by CDC-DGHP), the project is extending support in “strengthening the Workforce Development (WFD)” strategy related activities in coordination with NCDC, IDSP, ICMR-NIE, WHO, CDC, Department of Animal Husbandry and Dairying (DAHD), Food and Agricultural Organization (FAO), Department of Agriculture, Department of Environment, SAFETYNET, VHS and other key stakeholders at national level and related organizations at state level. As a part of the strengthening Workforce Development, with the technical guidance of CDC, VHS-CDC Project NIRANTAR is extending support in roll-out of SectorConnect: Field Epidemiology Program on One Health (FEP-OH) for NCDC with the involvement of all key stakeholders in India. VHS-CDC Project NIRANTAR has positioned 4-member technical team at NCDC and working closely with NCDC and reporting to the Joint Director and Head, Division of Public Health Preparedness and NCDs, NCDC. Also, it is in the process of introducing the SectorConnect: Field Epidemiology Program on One Health (FEP-OH). To support this initiative, it is planned to position a Program Manager - SectorConnect at NCDC.

The Program Manager - SectorConnect will be reporting technically to the Joint Director and Head, Division of Public Health Preparedness and NCDs, NCDC at Delhi and functionally to the Technical Lead, VHS-CDC Project NIRANTAR in Chennai for periodical coordination/ administrative requirements. S/he will also work closely with the entire SectorConnect team supported by VHS at SectorConnect Coordination Unit and supervise and coordinate the SectorConnect: FEP-OH. S/he will also work as a liaison between the nodal officer and the SectorConnect Unit team in identification of needs and priorities, developing and finalizing monthly plans, facilitate in updating, sharing progress and arranging for obtaining approvals for training programs, training materials, resource materials, agenda, and other related aspects for successful roll-out of the SectorConnect: FEP-OH and SectorConnect: Fellowship on One Health programs.

S/he will be responsible for the following tasks:

Work closely with SectorConnect: FEP-OH team positioned at NCDC and serve as a liaisoning person between the SectorConnect Unit team and nodal officer at NCDC for successful planning and execution of all the activities pertaining to the SectorConenct: FEP-OH and SectorConnect: Fellowship on One Health programs by ensuring systematic communication and coordination.

Contribute in obtaining the prioritized strategic activities for the month / quarters in discussions with the nodal officer at NCDC based on the VHS-CDC Project NIRANTAR annual plan and other emerging priorities for successful roll-out of the SectorConnect: FEP-OH and other activities pertaining to development and finalization of training plan for SectorConnect: Fellowship on One Health program.

Work closely with the SectorConnect team members positioned by VHS-CDC Project NIRANTAR at NCDC, conduct weekly / monthly meetings by involving SectorConnect team and evolve monthly plans based on the activity / annual plans, emerging needs and priorities suggested by NCDC. Also facilitate in allocation of responsibilities, supervising the progress, extending needed support for completion of the planned activities, reviewing the activities of the team and sharing the update on the progress with the nodal officer on periodical basis. 

Represent the SectorConnect team and discuss with the nodal officer at NCDC in identification of the priorities / strategic activities, approvals for training dates, update on the progress, facilitate meetings for presentations by the SectorConnect team members with the nodal officer on the specific activities accomplished and obtaining feedback / approvals for the prioritized activities such as: presentations, case studies, assignments, new / updated resource materials, training agenda, mentor-mentee meeting plans, certification for the completed participants, etc.

Coordinate with the SectorConnect unit team members at NCDC and other key stakeholders in accordance with the NCDC requirements, extending all needed support in ensuring communication with the prioritized States for obtaining their acceptance, training need analysis, developing training calendar, preparation of training guidelines / plans, finalization of trainees and mentors, facilitators team, support in preparation of list of resource materials needed for each of the Contact Sessions for sharing with VHS PMU office and other supports for technical team in conducting the training programs as planned.

Provide needful ongoing support at every stage of planning, conducting and undertaking follow-up/ post-training activities on SectorConenct: FEP-OH and SectorConnect: Fellowship on One Health programs and other programs planned as a part of Workforce Development and Capacity Response.

Responsible for developing cohort wise database, documentation of photos; videos; reports; feedbacks, preparation of reports and other documents as per the requirements of the projects in coordination and with the involvement of SectorConnect team.

Facilitate and oversee the analysis of pre & post assessment tools, feedback forms, etc, develop report and disseminate with core team associated with the training for evolving further training plans based on the analysis and feedback.

Extend support to the technical team in identifying the training needs and logistics requirements and communicating with VHS-PMU office to enable them to arranging / printing the training resource materials, and on-the-ground support by the PMU team.

Facilitate online meetings, organizing workshops, stakeholder consultations, review meetings, mentor-mentee meetings, etc to support the planned activities for accomplishing all the key activities pertaining to Workforce Development.

Participate in the coordination meetings, planning cum review meetings, develop and submit monthly plans/ reports, quarterly plans/ reports, annual reports and other reports as per project requirements and CDC reporting requirements and ensuring follow-up on the feedbacks provided by the reporting officer and by the project.

Perform any other assignments suggested by the reporting officer/s, Project Director or recommendations emerged during the review meetings, etc.

Requirements – Qualification and preferences:

Post Graduation in Public Health or Health related field is essential.

Person having minimum 7 years of experience with 5 years in managing and supporting Field Epidemiology Program is desirable.

Working with / for government at State or National level in health and health related programs is desirable.

Excellent managerial, communication and documentation skills will be an added advantage is desirable.
