Plan India initiated its programs in India in 1979. It began its services in need-based and welfare approach only with sponsored children and their families till 1994. Between 1995 to 2003, Plan India began the Integrated Community Development approach to benefit many children beyond the sponsored children. During this period, the programs were designed for individual and community development. In 1996, Plan India was registered as a National Organization. It has engaged in a big way in the humanitarian sector by responding to the Asian Tsunami in 2005-2006 and released its first report on “State of the Girl Child in India”. From 2005, the Child Centered Community Development approach was practiced by Plan India which put children at the center of all our actions and decision-making processes. This has since continued with Plan India incorporating a gender transformative approach to all its programs.
Job Purpose:
The primary responsibility of the Director – CCCD Projects is to provide strategic steer to Plan India’s Programme Implementation and to strengthen our presence in the program implementation areas, by enhancing programme quality in alignment with the “Country Strategy” objectives of Plan India. The position holder is also responsible for providing leadership steer to on ground implementation, ensuring adherence to all the programmatic compliances and monitoring implementation of programmes as per timelines and donor commitments - periodically and effectively.
The position will build upon the external visibility of Plan Programmes through networking, representing & participating at public forums, government liaising and outreach to institutional and corporate donors with close coordination with Resource Mobilisation team to secure funding for the sponsorship projects. The position oversees the delivery of quality programme outcomes & impact creation, build in new projects through proposal development and advocacy at regional and national level as required.
Key Responsibilities:
1. Leadership for Plan India:
• As a member of the CMT, to provide strategic leadership to Plan India and participate in key decision making meetings for the organization
• Represent Programme Implementation matters in the Governing Board meetings
• Responsible for organisational management as a signing authority for joint decisions made by the CMT as well as for documents/cheques, as required
2. Programme Strategy, Planning & Portfolio Enhancement :
• Provide strategic steer and leadership to the Program Implementation team in-sync with the current Country Strategy, direction from the Governing Board and the Global Plan Federation.
• Provide thought leadership, guidance and steer in the growth of the projects managed by the State Project Leads in the team.
• Proactively scan and identify, conceptualize and draft various sponsorship and donor grant initiatives, concept notes & proposals along with budgeting, keeping in mind the Country Strategy. Work on innovative ideas and concepts while developing proposals
• Guide the State Project Leads in the development of the project plans and allocate budgets accordingly
• Provide supervision to State Project Leads in the development of the annual project implementation plans for the multi-state, multi-year projects
• Share the Programme Implementation budgets and justify the budgeted costs/ expenditure to the Senior Management in close coordination with the State Project Leads.
• Ensure brand visibility of Plan India in the country through impactful programmes
• Monitor budget utilization as per the plan with and reduce deviations.
• Provide programmatic approvals where higher level of authorization is required
• Represent Plan India and participate in the development of the regional strategy for strengthening and enhancing impact of Plan’s programmes at the APAC / GH meetings.
• Facilitate programs towards supporting future portfolio growth.
• Ensure adherence to programme plans/ Grant Agreement Document (GAD) in terms of both programme implementation and fund utilisation
3. Growth of Local Sponsorship :
• Guide State Project Lead to develop impact stories from the field for growth of local sponsorship
• Ensure regular communication material and identification of vulnerable children from each PU area for new caseload development, to the fundraising team for grant proposals
4. Internal Monitoring Evaluation and Learning :
• To periodically review the project progress dashboards by the thematic leads and project managers.
• To ensure best practices are shared within the team and lessons learnt from projects are being implemented and documented.
• To ensure that programme quality is timely monitored in the projects and maintained against the established project indicators and regularly course corrected to reach stated objectives.
• To ensure highest standards are achieved in programme quality implementation
5. Team management :
• Mentor the State Project Leaders and ensure their capacity building to build stronger portfolios.
• To address the training needs of the team and ensure capacity building of the staff.
• To facilitate the team by efficiently managing the performance and strengthen delivery.
• To provide guidance and support to the State Project Leads for bringing wider impact through the existing programs in their respective Program Implementation areas
• To strengthen inter-team communication, stimulate good team dynamics and resolve internal issues as required
Qualifications and Experience:
• Master’s degree or equivalent in Social Science
• Minimum of 15+ years’ experience in the field of child development or NGO sector including at least 5 years in program management at leadership level
• Demonstrated experience working with ministries, Govt systems, donors, foundation, civil society and other development actors.
• Demonstrated experience working with government at all levels (national, regional, district)
• Excellent ability in supervise and monitor multiple projects and proven in-depth knowledge of in Project Management
• Demonstrated experience in developing country strategy, writing project plans, reports, and other deliverables.
• Demonstrated experience leading a technical activity, through evidence and data driven decision-making and using M&E data for program improvement, and serving in technical advisory roles
• Strong design and conceptualization skills – able to think creatively and; systematically at all program levels to bring in new projects and grants
• Experience in monitoring project plans and budgets.
• Experience in quality assurance and quality improvement.

• Ability to work well under pressure, manage multiple tasks and meet tight deadlines independently with sound decision making.
