CONTENT OF TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT 

1. BACKGROUND / RATIONALE

The Ministry of Health and Family Welfare (MoHFW), Government of India, is the lead for multiple primary, secondary, and tertiary healthcare initiatives across India in the public sphere. Managing multiple programs alongside aiding the individual states in their respective health programs is not easy, and more so in a data-challenged environment due to historical reasons. 

Given the complexity of integrating and fusing multiple data streams, each with its own unique perspective, the field of view, start point, verifications, silos, and structural and functional mismatch, most efforts at digitising such disparate data streams have not yielded the desired results and visualisations that can lead to data-driven decision making. Add to this the peculiar conundrum of most MoHFW records not including any data from the private healthcare sector in India. This means that most health planners and government officials have a rather incomplete and sketchy picture of the state of health care in India. This lack of reliable, quick, validated data impacts at the grassroots and does not translate into outcomes that can be further analysed and prioritised for relevance, originality and impact (ROI). 

Loss of data during data entry (done manually), inconsistent adoption by states, and a lack of predictive analysis imply that most data collected is dated and does not reflect the true picture on the ground. While some states have shown initiative and created their own systems to address local issues, key challenges still need to be addressed. For example, data collection on the same mother/child is repeated by multiple health workers, leading to time/cost over runs. 

To address these challenges and to democratise healthcare service delivery and real-time data gathering, the government of India, in collaboration with UN ORGANIZATION, is in the process of developing a cutting-edge healthcare technology stack code-named RCH 2.0 Stack. This innovative stack is designed to embrace the power of “Mobility” and enhance healthcare services for women, children and adolescents as part of the RMNCH outreach of the Government of India. The successful implementation of RCH 2.0 Stack will substantially improve both delivery and recording of healthcare services for these groups in India. This presents a unique opportunity for a Project Associate - Health Systems to contribute to a ground-breaking project with the potential to revolutionise healthcare data management.
