B. Project Background
The Indo-German support project for Climate Action in India (CAP) aims at quantifying the untapped climate potential of development policies and programs in India by developing and establishing climate co-benefits methodologies in the focus areas of Circular Economy/Resource Efficiency and Biodiversity/Forests. The project also develops models for public-private sector collaboration implementing demonstration projects in selected states to establish a climate co-benefit roadmap. The aim of the project is to strengthen capacities of selected decision makers at the national and state level to develop innovative approaches for implementation of India’s Nationally Determined Contributions (NDCs) and far-reaching climate policy. Further, the project implements the interface function for IKI projects in India to foster synergies within the climate portfolio of German ministries in India and ensure knowledge management towards them. The project works closely with government of India contributing to implementation of climate actions and NDCs. The Government of India has committed to achieving ambitious climate targets, including the Net Zero emissions goal by 2070. Climate finance is essential to implementing India's climate objectives, as it enables the mobilization of resources for mitigation and adaptation measures. NITI Aayog, the apex public policy thinktank of the Government of India, created an inter-ministerial working group including climate finance to develop pathways for meeting national commitments on Net Zero and to propose strategies and interventions for achieving the same.
C. Responsibilities
Facilitate the development of strategy, frameworks and guidelines for mobilizing, tracking and reporting climate finance.
Support the creation and implementation of climate finance strategies to enable India's transition to a low-carbon economy.
Support the creation of log frames for building capacity for climate finance across key government bodies.
D. Core Scope of Tasks
1. Management and Coordination
Support NITI Aayog in developing a comprehensive national climate finance strategy in alignment with India's climate commitments.
Provide inputs on policy frameworks for enhancing both public and private sector investments in climate mitigation and adaptation projects.
Provide technical inputs on Indian carbon market development, including voluntary carbon markets, compliance mechanisms, and market-based instruments.
Support NITI Aayog in developing market and non-market based carbon pricing mechanisms and engaging with international initiatives.
Support GIZ in coordinating the project activities with NITI Aayog and other government entities.
2. Research and Knowledge Management
Conduct in-depth research on climate finance mechanisms, green finance taxonomy, and best practices.
Analyse and present insights on international climate finance and trade flows, trends, and implications for India.
Undertake research to track and assess innovative financing mechanisms, including green bonds, blended finance, other forms of securities and carbon markets.
Assist in tracking, monitoring, and reporting climate finance commitments and outcomes.
Develop monitoring frameworks to assess the effectiveness and impact of mobilized funds in achieving climate goals.
3. Communication and Networking
Support coordination with relevant ministries, financial institutions, international donors, and private sector stakeholders to align efforts and resources.
Engage with state governments to integrate climate finance mechanisms at the sub-national level, addressing specific regional needs.
Support NITI Aayog in organising training sessions, workshops, and seminars to build capacity among stakeholders on climate finance topics
Develop knowledge products, reports, and presentations to communicate findings and strategies effectively.
Other duties/additional tasks, if any:
Provide support in presentation and communication of climate finance related program activities within NITI Aayog.
Performs other duties and tasks at the request of management.
E. Required Qualifications, Experience and Competencies
Master’s degree or above in finance, environmental economics, environmental sciences, environmental engineering, social sciences or other related fields.
Minimum 10 years of professional experience in working on climate change mitigation and adaptation actions and sustainable development or related domain.
Minimum 7 years of relevant experience in climate/green finance, national climate change policies, government budget and planning processes, or related field.
Knowledge and experience of working with financial and development institutions on sustainable and climate finance instruments, green taxonomy along with international climate policies is desirable.
Prior experience of working with the government institutions/ministries in the related field is desirable.
Proven experience in development cooperation within an international organisation or as a consultant; experience in German development cooperation is an asset.
Strong project management, planning, and coordination skills, with the ability to deliver a complex project effectively and under tight deadlines.
Excellent written and verbal communication skills in English language.

G. Duration of the contract: Until 31st March 2026 with possibility of extension
