About the Project:
The C19RM grant is a Global Fund supported funding to demonstrate a doorstep delivery model for TB services being provided to the TB patients under National Tuberculosis Elimination programme and prepare the health system for pandemic situations. The project activities are being implemented in 6 States (Chhattisgarh, Himachal Pradesh, Jharkhand, Maharashtra, Madhya Pradesh and West Bengal) across 16 districts and would scale up in the coming year.
A new area of intervention was introduced under this project to respond to COVID 19 pandemic wherein a door-step delivery model for drugs and logistics is to be implemented in the project geographies.
The model will be a viable option to support drug supplies and adherence for TB patients. This model will overall improve the health-seeking behaviour of TB patients during this pandemic time by partnering with pharmacies for diagnostics and drug disbursement at the doorstep level. Leveraging the robust IT infrastructure of pharmacies will also enable close refill monitoring thus ensuring better treatment adherence. This model ensures that patients’ access to medicines does not get impacted due to travel restrictions or lockdown imposed by the district administration to control COVID 19 or any other emergency.
This model will also help to improve diagnostic efficiencies, reduce turn-around time (TAT), and reduce treatment initiation delays. This entails establishing a model of sample collection and transportation to public and private facilities. It can cater to both Public as well as Private sector patients using a suitable supply chain approach. Going forward, this model appears promising, not just for reducing the global burden of TB, but for improving the quality of care across many diseases and conditions.
Position:
Reporting to the Chief Human Resources Officer, of The Union, Branch office, the Manager- Human Resources shall be responsible for managing the complete life cycle of human resources function including recruitment, on-boarding and orientation, performance management, employee relations, contracts, budgets, audit, reports, statutory compliance and payroll and benefit management and as well as review and implement HR policies and procedures. S/he will ensure these are aligned with Global Human Resources practices. The role will also facilitate effective and efficient recruitment and performance review process.
Overall responsibilities and tasks:
• To support the Chief Human Resources Officer in the preparation of the annual plan and budgets for human resources in line with project budgets.
• To implement efficient, transparent and customer-oriented processes at the The Union, Branch Office in line with the Union’s global policies and local statutory requirements.
• To on-board and engage highly motivated professionals.
• To manage data-repository and maintain information that may be required by external auditors and review teams for human resource processes; ensure maintenance of audit relevant data/ files within the team; act as the focal point for project staff to resolve any queries/ complaints/ grievance.
Key Responsibilities:
• To have suitable human resources of the project in place with in defined timelines.
• To work on HR services (recruitment, on-boarding, contracts, compensation, benefits, performance reviews, learning interventions and compliances)
• To keep track of budget allocation, contract duration of staff and ensure all relevant documents related to staff are available and filed.
• To support Chief Human Resources Officer in managing staff issues including disciplinary/grievance.
• Bridge management and employee relations by addressing demands, grievances or other issues.
• To review best practices followed by progressive NGOs/INGOs and suggest Chief Human Resources Officer.
• Keep reporting manager updated and ensure adherence with the most recent statutory labour laws and regulations of India.
• Manage the performance cycle including setting objectives, organising orientation, reviews and final appraisal/ratings
• To ensure employee engagement activities in order to keep the staff motivated and environment friendly.
• Support CHRO in annual staff engagement surveys and implement plans to address issues that come up during such surveys.
• Conduct training needs analysis, identify and inform staff of opportunities for staff development.
• To work on HR services (recruitment, on-boarding, contracts, compensation, benefits, performance reviews, learning interventions and compliances)
• To collaborate with the Legal Consultant if required for preparation of agreements/contracts and ensure that all agreements/contracts are credible and compliant with statutory requirements.
• To further explore HR & Payroll software / ERP system in order to utilise its full capacity for the office.
• To liaise with Project Head and their first line to prepare projections of Project needs from an HR perspective.
• Identify critical capacity requirements of staff in the Project/ The Union’s Branch office and take necessary steps to address the needs and strengthen the organisation.
• To prepare monthly/quarterly reports, budgets and allocations in specified template/s for management information and decision making.
• To maintain information/master database that may be required by external auditors. Ensure maintenance of audit relevant data/documents within the team.
Qualifications and Experience:
• Master’s degree in Human Resource with minimum 7-10 years of handling similar kind of profile.
• People oriented and results driven.
• Competence to build and effectively manage interpersonal relationships at all levels of the organisation.
• In-depth knowledge of labour laws and HR best practices.
• Knowledge of HR systems and processes.
• Able to present and implement innovative ideas for staff engagement.
• Excellent active listening, negotiation and presentation skills.
• Ability to prepare budget, track expenditure under project budget, present in review meetings along with Chief Human Resources Officer and in coordination with Finance.
Competencies and Skills:
• Proven ability and experience in leading and facilitating training workshops.
• Must be a self-driven individual with a strong sense of initiative.
• Work effectively within a team environment throughout the development life cycle.
• Good interpersonal skills including problem solving and leadership abilities.
• Excellent verbal and written communication skills (English).
• Detail-oriented with the ability to work independently.
• Working knowledge of Microsoft Office applications including Excel, Word and Power Point and Outlook.
• Ability to plan, set priorities, handle multiple tasks under tight deadlines.
Compensation offered:
