  • The proposed Technical Support for expanding RMNCHA in Bihar project will improve the planning, implementation, and oversight of Bihar’s AH programs and explore pathways of integrating preconception care for improved wellbeing of women, girls, and newborns in the state of Bihar. 

Overview of the role:

  • The Consultant for Rapid Program Assessment & Feasibility of Preconception Care will be responsible for conducting a rapid qualitative assessment to identify barriers and opportunities for enhancing the capacity of adolescent health programs in Bihar, including RKSK, SHWP, WIFS, and other relevant initiatives.
  • Additionally, the consultant will assess the feasibility of introducing or scaling up preconception care (PCC) in the state. This will involve conducting a desk review to identify gaps in program implementation and examining existing PCC models.
  • The consultant will also design an assessment methodology and oversee key informant interviews (KIIs) in Bihar. The assessment will focus on the technical, financial, and operational aspects of PCC to ensure its sustainability, efficiency, and alignment with local health system needs. The key role areas will be : 
  • Conducting a thorough desk review to analyze existing literature and documentation on program implementation gaps in Bihar and preconception care
  • Develop a assessment framework, outlining a study methodology, including qualitative and quantitative approaches, aligned with Bihar’s public health needs, including interview guides and data collection tools.
  • Draft necessary documentation for IRB approval and ensure timely approvals. 
  • Actively engaging key stakeholders through KIIs to gather diverse perspectives
  • Conducting in-depth key informant interviews with relevant stakeholders, including AH program nodal points, technical support units, partners, one premier institute , program managers, medical officers, ANMs, ASHAs, Anganwadi workers
  • Gather data, Analyse data and identify key barriers and opportunities, Identify stakeholder perspectives, understand implementation challenges and propose potential solutions for the PCC model.
  • Identifying critical challenges and potential solutions for improving program effectiveness.
  • Examine technical, financial and operational  feasibility especially of PCC, including service delivery frameworks and possibility of integration within existing health programs.
  • Identifying and addressing gender, youth, and social inclusion (GYSI) gaps to ensure the assessment's comprehensiveness and relevance.
  • Prepare a comprehensive report summarizing the findings of the assessment and providing recommendations for improving program capacity.
  • Prepare a scientific manuscript based on the assessment findings suitable for submission to peer-reviewed journals 

Deliverables:

Desk review report

  • Assessment report outlining key findings, barriers, opportunities, and recommendations.
  • Recommendations for improving adolescent health program effectiveness and model for preconception care 

Qualifications:

  • The ideal candidate will possess a strong understanding of adolescent health issues and programs in India, as well as a proven track record in qualitative research and analysis.
  • Strong communication and writing skills, alongwith the ability to work independently and collaboratively, are essential requirements. Familiarity with government health programs, adolescent health policies, and strategies in India is a must.
  • The consultancy will span 60 days over a two-month period, starting mid-December. The consultant will also be required to travel to the Bihar state and district offices.
