Introduction
EAII Advisors Pvt. Ltd. (EAII) is a company incorporated in India under the Companies Act, 2013, providing consulting and support to organizations in the field of public health and upliftment of economically weaker sections of society. EAII has been engaged by Evidence Action to provide technical assistance to Jal Jeevan Mission (JJM)[1]and the state governments of Andhra Pradesh (AP) and Madhya Pradesh (MP) to support JJM’s goal of ensuring that the water is safe for human consumption by rapidly scaling up in-line chlorination.
EAII’s support includes: (1) working with state governments to develop an optimized service delivery model for in-line chlorination devices at single village scheme systems (SVS)[2], and (2) working with government partners to develop systems, processes, and tools (including budgeting, tendering, policies & guidelines) to drive state-wide scale up of in-line chlorination at SVS systems.
Specifically, this includes overseeing the installation of approximately 198 tablet-based doser chlorination devices into SVS in Madhya Pradesh from March 2025-February 2026. These devices will enable villages to consistently and safely dose their drinking water with chlorine.
In addition to the 198 devices being installed by February 2026, EAII plans to install an additional ~300 devices in a successive contract. EAII intends to provide 5 years of technical support to the state government of Madhya Pradesh, during which time the state government will oversee installations of significantly greater scale.
The state government of Madhya Pradesh has signed a Memorandum of Understanding (MoU) with Evidence Action, authorizing Evidence Action, through EAII, to install and operate a footprint of devices. After 2026, the Madhya Pradesh state government will finance and oversee the installation and operation of additional devices, with technical support from EAII, thereby potentially opening a substantial new market for devices such as those to be installed and maintained through this RFP.
Purpose
EAII is soliciting bids from Contractors to procure, install, maintain, and refill tablet-based doser chlorination devices (the “Devices”) in Madhya Pradesh.
The successful Contractor will install devices through 28th February 2026, and will maintain devices through 28th February 2030. These devices will need to ensure at least 0.2 parts per million of Free Chlorine Residual (“FCR”) at the last household in the village and no more than 1.5 parts per million of FCR at the first household in the village, though lower chlorine rates are preferred in the first household. EAII is still actively learning about what technologies and solutions work best and is looking for a flexible Implementation Contractor (“Contractor”) that can be a part of the learning and optimization process.
EAII anticipates selecting up-to three Contractors and/or consortiums.

[1] In 2019, the Indian Government launched JJM to provide safe tap water to every rural household in the country. JJM has made tremendous progress, building piped connections in over 150 million households.
[2] SVS systems are typically a groundwater-based system that is not treated via a centralized site. If treatment is occurring in SVS it is likely the result of a local government initiative or market-purchased bleaching powders by the local water committee.
