Harishchandrapur Pally Unnayan Samity (HCPPUS) was established in 2006 and has 18 years of experience working with the marginalized people of Malda and adjoining districts of the state of West Bengal.
The organization's administrative office is situated in village Ronthol, post-office.-Boroi, Police station-Harishchandrapur, District Malda, State-West Bengal, Pin-732140, India.
This is a state-level not-for-profit, non-political organization predominantly focused on wholistic community development and addressing the issues of rural Bengal. The organization tried to extend its assistance in every small and big matter like education, health, environment, sports, skill building, and empowerment. With vast empirical grassroots experiences, we focus on rural communities, especially children, women,
and non-formal workers, to bring socio-economic change. Our intervention is based on the philosophy that a community has its potentialities and resources, and we only can acknowledge and reconstruct those. The organization also believes in a bottom-up approach where the organization works as a catalyst to empower the community and ensure sustainable development.
HCPPUS works with innovative approaches like understanding grassroots issues, diagnosing the problems, applying preventive measures, curative services, and systemic change,
and adopting a holistic end-to-end strategy. Our approach is community-centric, and our strategy is to strengthen the system through holistic intervention. The organization's prime objective is to create opportunities for the vulnerable community without discrimination, ensuring the means to lead a life with dignity.
To spread awareness among the stakeholders on various issues and provide need-based skill enhancement training. To come up with various poverty alleviation programs and ensure sustainable economic growth.
KEY ACCOUNTABILITIES/SCOPE
The primary accountabilities:
Input to critical organizational level decisions, as part of the key staff. This includes the annual strategic/operating plans and budgets for the organization, in line with the organization's goals.
Facilitate and guide the development of the annual work/implementation plans and budgets for all program units in line with the organization’s program goals, quality principles, standards, best practices, and local context.
Collaborate with and support WASH/JJM and other field program units/teams/staff and ensure quality and focused implementation and program management. Ensure transparency, credibility, quality, cost consciousness and fulfilment/delivery timelines for all program activities across the organization.
Undertake periodic monitoring and reviews at field sites to track timely program activity implementation and adherence to established processes, standards, and procedures. Ensure constant learning and capacity building of teams accompanies program activities throughout the program cycle.
Identify, recruit, and train high-performance value-driven teams and promote that culture throughout the organization. Advise and oversee adherence to all protocols of the organization.
Lead, coach, and develop the Organization Program Team, primarily Program Managers.
Ensure quality and timely reporting as per organization and donors' requirements including annual reports, quarterly board reports, donor-specific reports, etc.
Foster collaborative leadership and manage critical stakeholder engagements (internal and external) that support effective program development, implementation, and partnering.
Strictly observe confidentiality and strong ethics with respect to all beneficiary information/data.
Comply with and ensure adherence to the Organization’s policies, safety and security protocols and child safeguarding norms and guidelines by self as well as all stakeholders both internal and external.
Promote diversity and inclusion, value other cultures, and demonstrate respect while relating with all organizational constituents irrespective of their race, color, faith, gender, sexual orientation, age, caste, disabilities, experiences, beliefs, and ethnicity.
ROLES AND RESPONSIBILITIES
Develop, in consultation with the Organization Director, Key Staff, the annual work plans and realistic cost-conscious budgets in line with the organization's program goals and objectives, using the participatory planning approach in accordance with the prescribed organization formats, tools, systems, and requirements.
In collaboration with Key Staff and program Managers, reflect on critical field implementation components (materials, resources, personnel, costs, as well as external socio-political challenges) and innovate and adjust when needed to enhance quality, efficiency, and impact of the implementation of these interventions across all community.
Support program documentation and reporting of the work on ground to the Organization Director and key staff managers, including a critical assessment, reflection as well as recommendations for improvements.
Direct Field Implementation Support
Drive implementation of approved work plans and budgets. Monitor and support in timely achievement and intervene to adjust these when necessary.
Collaborate with regional program team leads to design, review, update and create new programs, and drive effective, timely implementation at the Organization in line with systems guidelines and protocols.
Review and advise program teams on training modules, facilitation guides and resource material for capacity building and ensure quality-focused capacity building interventions.
Conduct regular visits to the communities or villages to review and provide supportive technical feedback, and coaching as well as recommend process improvements to program leads.
Carry out other program-related administrative and operational tasks in furtherance of program planning, implementation, monitoring and evaluation in collaboration with the Administration, Accounting and Operations Projects.
Research and keep updated on local, national, and international children and youth development trends that incorporate when useful in the planning and development of various Organization programs.
Monitoring, Evaluation, Learning and Compliance
Institute program control measures by periodically comparing the plan/ target versus the current/actual status, so that preventive and corrective actions can be taken when there are deviations/ variances in the target beneficiaries, schedules, costs, and any other implementation conditions.
Ensure high compliance and quality checks on all data collection and processing of program requirements/activities and carry out regular monitoring and review of the same. Promote data integrity at all times, in all program interventions.
Cultivate continuous program knowledge development, through learning and sharing derived from the monitoring & evaluation process, experimentations, feedback, and other learning initiatives.
Review program policies, guidelines, requirements, new initiatives, changes, issues, etc. to continually identify lessons learned and facilitate corrective measures for program improvement.
Ensure child and youth appropriate message/content in all program-related correspondence.
Finance and Administration-Related Functions
Actively participate in the creation of the Annual Budget by providing strategic and technical assistance. Once approved, support and monitor the Program Managers/Leads in encoding the budget in the Work Plan module.
Establish the program budget, monthly operating plan, variance analysis, and savings reports.
Develop proposals for savings and idle funds to ensure efficient utilization of funding.
People Management
Work with the Talent Growth Team and other key staff to:
Identify manpower needs and support recruitment of relevant and essential staff members in line with the workplans.
Implement effective staff performance and potential conversations and conduct regular performance reviews with team members to enable a high-performance value-driven culture within the team and the Organization.
Quickly and effectively deal with conflict and HR-related issues (performance or behavior-related issues) that affect operations.
Provide mentoring and proactive problem-solving support to direct reports. Ensure that the staff have requisite training for the fulfilment of job functions.
Proactively lead the Organization Programs teams through change by championing improvement initiatives, program-related or Organization-wide changes, or CIKC originated change projects.
Stakeholder Engagement
Facilitate coordination of all program activities, which involve interaction with other project staff, when needed, and conduct regular meetings with program staff for updates and consultation.
Work closely with other key staff and program leads to identify and nurture alliances/partnerships with other like-minded or complementary stakeholders in the sector (government entities - local and national, civil society organizations, and other allied non-governmental organizations) for better program integration, development and sustainability as well as to promote a positive brand image for the Organization.
Brainstorm with key stakeholders on approaches and strategies to enhance quality engagement with the clients and community
Communicate regularly on the status of program indicators and suggest actions to tackle issues and clarify concerns with the Organization Director and Program Managers across all program interventions.
Actively participate in internal or external program design or change model initiatives, whether local, regional, or global.
