Job Description

Mobile Creches, (MC) a pioneer NGO, has been operational since 1969, reaching childcare and health services to more than 15,000 children every year, through workplace and community-based crèches and daycare centres.

MC pioneered the cause of Early Childhood Care and Development (ECCD) and focuses on the young children under six years in urban slums and the migrant child, at construction site. MC’s multi-pronged approach- working with construction worker’s children, urban slum communities training and ECD partnership address both the short- and long-term needs of children. It is officially recognized as a technical resource by the government and is on the path of scaling up with government and other players in civil society. In Haryana, MC is providing technical support to the WCD, Haryana for operationalizing and running 500 creches across the state.

Department- Child Care Services (CCS)

Position Details

Designation: Deputy Manager (Haryana)

Level – Level 5

Reported By: Senior Facilitator/ Facilitators

Reporting to: Haryana State Lead (CCS)

Qualifications requirement: Master’s degree in ECD/Social Sciences/Psychology/ Education will be preferable.

Knowledge in domains of ECCE, social emotion learning, gender, child protection, disability, community participation etc. would be preferred.

Total work Experience in the relevant field- Experience in these areas ensures that the individual has a deep understanding of the processes, challenges, and best practices involved in government partnerships and program implementation. This expertise is critical for effectively managing projects and achieving desired outcomes. With at least 4-5 years in project management-related functions, the individual is likely to have developed strong skills in planning, organizing, and executing projects. This experience helps in efficiently utilizing resources, meeting deadlines, and delivering high-quality results.

Job Description- Specific areas of responsibilities are not limited to:

Ensuring Quality of Childcare Centers in HARYANA and PUNJAB state:

• Ensuring for all centers/creches models across Haryana and Panjab states.

• Community engagement: Raising awareness about the importance of Early Childhood Development (ECD).

• Building community participation and ownership of the crèche.

• Forming local crèche monitoring committees.

• Entitlement linkages for children from conception to 6 years.

• Incorporating the crèche agenda within existing local and districts committees.

• Focusing on improving childcare practices and knowledge levels in communities.

 

Develop Operations and Quality/Supportive Supervision:

• Preparing and monitoring system-related protocols and the annual operations plan for childcare centers across Haryana state.

• Preparing monthly updates/reports, identifying gaps, and planning interventions with the line manager.

• Regular field visits to monitor quality and ensure the implementation of initiatives to sustain and improve program quality at the centers.

• Organize the setting up and operation of all childcare centers as per MoU and interface with the builders/contractors for any issues w.r.t infrastructure, nonnegotiables, Safety, etc.

• Develop and prepare documents, Protocols, MOUs, and negotiate terms of agreement with Developers / Builders.

Documentation:

• Preparation of fact sheets of all partners and builders.

• Prepare Crisis Management guidelines for centers and back-office support

• Provide updates for the website, quality case studies, and social media to the reporting officer to showcase the program.

• Prepare quality program/ project reports as per requirements.

• Organize and update files (hard copies and electronic) on regular basis to ensure that all information is appropriately documented and secured

Monitoring & Evaluation:

• Ensuring accurate data collection for impact assessment of our interventions.

• To get correct and accurate data from field for impact assessment for MC’s intervention. Support MEAL team on timely providing the data.

1. Quality assurance of MC centres-

• Ensure quality of day care program through field visits and share updates with the line manager.

• Co-developing assessment tools for quality assurance of training

• Prepare and share plans with the department for in-service training based on the collective assessment.

Implementation of Community Engagement Programme:

• Knowledge of and interest in the socio-economic and political context of the country.

• Excellent computing skills, including proficiency in MS Office, particularly Word and Excel, and electronic communication.

• Strong communication and interpersonal skills, with the ability to work in a multidisciplinary and multicultural team.

• Sound reporting and documentation skills.

• Creche Committee formation along with district officers across Haryana state.

2. Plan, organize, manage and lead trainings and reporting –

- Plan, organize, conduct and document training workshops as per agreements with partners/ State. This will include the steps described below:

a) Prepping for training – Making/ adapting training agendas, sessions, syllabi as per contextual needs and for ensuring training proficiency. Finalizing the required training resources and material. Coordinate with CSO partners, WCD team and own organization internal teams for logistic arrangements related to training. Ensuring provision of training and centre set up material for the training.

b) Delivering training - delivering quality trainings complying with the principles of adult learning, for effective training of the frontline workers and the senior and mid-level ECD functionaries.

c) Documenting - reflecting and documenting post training. Finalizing and sharing reports/highlights of all training with CSO partners, MC Head office and the state government functionaries as required.

3. Monitoring and evaluation of training-

• Track training against planned project activities on weekly basis, prepare updates on weekly, monthly and quarterly basis against AOP.

• Do process documentation including video documentation and case studies.

• Analyze pre-post assessments of trainees and document the impact of the training.

• Prepare annual reports on the training conducted across states and settings.

4. Networking: Liaising with government stakeholders for expansion of childcare services across the state, training of ECD workers, forint line and mid and level functionaries, and curriculum development and resources.

5. Management: Coordinate with District program officers (DPOs), CDPOs and Supervisors to organize meetings, track project activities and budgets and ensure timely conduct of project activities within planned budget as per timelines, sharing reports/updates with donors as required.

6. Financial management:

• Monitor all budgeted expenditure against financial projections and ensure that all financial records are up to date.

• Take cost-effective measures and timely submit information related to expenses etc.

• Ensure regular payments to resource experts and vendors.

• Keep all records of expenses by training team.

Important key skills required-

• Experience in project and financial management.

• Ability to use online training materials

• Strong writing and record keeping ability for reports and training manuals.

• Good at using Microsoft office.

• Should be able to deliver training online and in person.

• Training management and Facilitation skills.

• Familiar with Participatory training methodology.

• Good communication and relationship building skills with donors, CSO partners and the government and local stakeholders.

• Problem solving abilities for the situations on ground.

• Ability to motivate others and inspire trust.

• Ability to relate with audience at the grass root level

• Familiarity with traditional and modern training methods, tools and techniques

• Should be able to travel out of station and stay for 10-12 days in a month for monitoring trainings, building rapport with donors/CSO partners/states, ensuring project deliverables.
