PROJECT OVERVIEW
C19 RM KP grant to build a strong, sustainable, and resilient mechanism to address the needs of the key population through a community response implemented through SRs.
KEY FUNCTIONS AND RESPONSIBILITIES
Reporting to Finance Manager, the Finance Officer will be responsible for day to day activities of financial management and provide all support to Finance Manager on the grant. S/he will provide financial management support on various aspects of financial, documents review, audit, and support to sub recipients and visit to review and strengthen the financial system according to grant. S/he will be responsible for day to day-to-day financial activities.
Responsibilities:
Finance Officer will work in closely with other finance team to ensure that the project financial activities are executed on time and will be responsible for the following major activities:
1. The Finance Officer will be specifically responsible the monitoring and financial management of funding and timely disbursement of funds to SR NGOs
2. Support in the process of signing grant agreements with SR NGOs/DLNs, and design/maintain systems and responsible for the timely renewals, amendments, closeouts, etc. of various sub-grants in accordance with contractual obligations and Plan India regulations.
3. In collaboration with the Programme Manager develop budgets and regular reports to Plan India.
4. Work closely with the grants management team in Plan India for the programme budget; work plan, grants disbursement and audits.
5. Regularly monitor the financial performance of partner organisations including monitoring of spending under sub-grants.
6. Carry out regular monitoring visits to the SRs with the programme team.
7. Provide inputs/feedback on the financial reports prepared by the SRs
8. Maintain clear understanding of donor and local legislation regulations.
9. Ensure compliance of SRs partners with local legislation; internal Plan lndia requirements, and donor regulations and policies.
10. Regularly assess SR financial record-keeping and internal control systems.
11. Identify the areas where the SRs requires support and provide specific technical support on financial management, internal control systems, budgeting and sub-grants management, etc. to ensure effective programme implementation.
12. Overall responsible for maintaining the books of accounts for the programme in State/s and manage day today transactions.
13. Maintain daily records of cash receipts and disbursements including preparation of receipt payments and general journal vouchers
14. Recording of all transactions in computer based accounting system (Tally) in accordance with generally accepted accounting practices and ensure proper documentation of all transactions; and maintain files of all supporting documentation for accounting entries.
15. Ensure timely payment of payment requests from vendors, partner organisations, etc. in connection with all programme related activities
16. Overall responsible for the monthly bank reconciliation and advance settlement for the SR (name of the organization)
17. Ensure timely deduction of various taxes and timely deposit with the Government authorities.
18. Ensure the systematic maintenance and storage of records and review of vouchers
19. Undertake other responsibilities not outlined above which are commensurate with a role of this nature and which have been discussed and agreed between the line manager and the post holder.
20. Facilitate internal/external/Donor audits.
Education and Experience:
1. Graduate Degree in Commerce/ candidate having additional professional qualifications (MBA Finance) will be an added advantage.
2. 3-5 years of working experience in financial management and grant management in development sector;
3. Proven ability overseeing financial management and partners management of multi-state complex projects with tight deadlines and ambitious targets
4. Proven ability in interfacing with donors and ensuring compliance with statutory requirements
5. Excellent oral and written communication skills in English and working knowledge of Hindi.
6. Willingness to travel as required to all the project implementation states and sub-grantee partner organizations.
7. Ability to train and mentor the junior staff as well as the finance staff of the partner organizations in accounting work / financial management.
