Project Overview

Plan India shall be implementing ‘Truckers Wellness Project – SWASTH’. The project would cater to the truckers and allied population engaged in the transportation of goods and supplies at Mundra Port.

Truckers play a pivotal role in sustaining the country's economy, ensuring the seamless movement of goods across vast distances, even during challenging times like the COVID-19 pandemic and other emergencies. Their contributions are crucial to the country's GDP, as they keep supply chains intact and industries operational. Despite their significant role, the health and well-being of truckers are often overlooked, leading to a range of health issues that can affect their quality of life and job performance.

The project intent to provide both health and non-health services with a focus on overall wellbeing by adopting person-centered and resource-effective approach to deliver various disease screening, mental health services, NCD checkup and common sessional ailments. A major thrust of the project would be to support the truckers and allied population in addressing their life style disorders. Therefore, a comprehensive package of services like resting space, recreational services, gym, toilet and bathing facilities would be created which would be utilized by the project beneficiaries as per their free will. The intervention would be implemented in close coordination with public and private health setup in the district and state.

Job Summary

Site-In-Charge, will be the overall in-charge of the project office at Mundra offering services to truckers and allied populations. The responsibilities include program planning and management, stakeholder engagement, capacity building of staff, community mobilization, monitoring and evaluation, data management, advocacy and communication, quality assurance of program activities, financial management, and engaging in research and innovative practices. The person needs to ensure that the project office and the other facilities created are utilized to the fullest as per their available capacity and activity plan.

Roles and Responsibilities

Specific roles and responsibilities of the Site-In-Charge would be as follows:

1. Program Planning and Strategy:

• Consult with Truckers and Allied population, Truckers Association and Truck Owners and develop newer strategies for maximum program impact based on feedback from these groups.

• Prepare monthly activity plan as per the deliverables agreed upon with the Donor for the entire project duration.

• Create a resource directory of all critical information (relevant point persons in public and private health departments, social welfare department, transport associations and subject experts in insurance, financial planning etc.) which will facilitate project team in smooth implementation of the project activities.

• Ensure details planning and execution of project launch event at project site office.

2. Program Management:

• Over all in-charge of the project site office cum clinic.

• Project Office site identification (in case of relocation), management & periodic verification of Project Office infrastructure/assets.

• Support to organize health camps and awareness drives around the project catchment area.

• Ensure that the various daily use facilities like rest space, gym, training hall, recreational space, toilets and bathrooms are optimally utilized.

• Ensure that all communication and branding guidelines as shared by PMU PLAN India are followed across all program activities.

• Oversee the execution and regular evaluation of the project activities at grass root level.

• Monitor program timelines & targets, and ensure adherence to quality standards.

• Coordinate with all relevant public health departments and private institutions to access relevant commodities such as condoms, lubricants, STI drugs, screening kits, etc.

• To ensure that strict universal precautions are being followed at the clinic setup at the project office or during the camps organized through outreach activities. Adhere to the Bio Waste Management guidelines.

• Facilitate referrals to the ICTC, ART, DSRC, DOTS and other health/social service centres.

• Facilitate linkages for provisioning of need based social welfare services.

• Any other task assigned by Plan India team.

3. Stakeholder Engagement:

• Collaborate with and engage in periodic co-ordination meetings with Truckers Associations, Major Truck Owners, SACS/DAPCU & other line departments, Non-governmental organizations (NGOs), Community-based organizations, and Other stakeholders to ensure a coordinated and effective program response.

• Keep a close coordination and liaison with donor’s management team at Mundra for periodic program guidance and strategic direction to the program in consultation with PMU at PLAN India.

• Attend review and experience sharing meetings organized by Plan India or any other stakeholder which will help better plan and implement the program activities.

4. Capacity Building:

• Identify training needs and facilitate capacity-building of project staff on various thematic and programmatic issues.

5. Community Mobilization:

• Lead efforts to engage and mobilize trucker’s community and engage them in various services being offered through the project office.

• Foster partnerships with trucker’s association and other organizations (TIs/CBOs) to enhance the reach and impact of program interventions.

• Networking with various departments to offer social welfare schemes being offered by center and state as per the needs of truckers and allied population.

6. Monitoring and Evaluation:

• Ensure that monitoring and evaluation frameworks are implemented as per program design.

• Regularly review data collection by other staff members with periodic verification; and provide feedback accordingly.

7. Data Management:

• Oversee the collection, analysis, and reporting of data related to the program.

• Allocation of UHID to newly registered beneficiaries.

• Ensure completion of MIS tools.

• Ensure data integrity and compliance with reporting requirements.

• Timely and prompt submission of reports to M&E division of Plan India.

8. Quality Assurance:

• Implement and monitor quality assurance measures to ensure the delivery of high-quality services in line with established standards.

9. Financial Management:

• Collate and submit budgetary requirements (activities/local travel of staff), one month in advance, to implementing Program Team at National level.

10. Research and Innovation:

• Stay abreast of research and innovations around various diseases on prevention and treatment aspects.

• Integrate evidence-based practices to improvise program and provide relevant feedback to PLAN India Team.

Reporting

• Reporting to the Manager Program on programmatic issues and M&E team on data collection/recording/reporting issues.

Qualifications & Competencies

• Master’s degree in Public Health, Social Work, or a related field.

• Minimum 5 years of experience in public health programs, with a focus on Bridge Population (Truckers and Allied Population).

• Strong understanding of national health policies and guidelines.

• Excellent communication, leadership, and interpersonal skills.

• Demonstrated ability to work effectively with diverse stakeholders.

• Ability to work in small teams and flexible ways of working.

• Proficiency in data recording/ management, report writing, case study compilation.

• Ability to speak, understand, read and write in Hindi, English and/or regional language based on the State of operations.
