Background:
Government of India has initiated a Jal Jeevan Mission (JJM) programme with an objective to provide Functional Household Tap Connection (FHTC) to 100% rural households across the country. The Integrated Safe Drinking Water programme in Uttar Pradesh under Jal Jeevan Mission seeks to use the power of the community in the water supply planning and management process, with a key focus on drinking water supply, water quality monitoring & surveillance, source sustainability, rainwater harvesting and treatment & reuse of wastewater. The Tata Trusts has collaborated with State Water and Sanitation Mission (SWSM, Govt of Uttar Pradesh) to provide support implementation of the programme in Bahraich and Shravasti districts. The project aims at an institutional building in form of Gram Panchayat Water and Sanitation Committees (GPWSC) and setting up of sustainable community-managed drinking water supply systems through multi-pronged approach. In this regard, Tata Trusts PMU-UP inviting applications for the post of Project Engineer (WaSH).
Education Qualification & Experience:
1. Civil/ Environmental Engineer degree/Diploma.
2. 3 years of related experience in Water Supply and Sanitation field.
3. Experience in Rural Water Supply/ Water Conservation/ NREGA related Projects.
4. Good knowledge of written and spoken in English.
5. Previous experience in the Development sector with similar conditions will be an advantage.
The job requires skills in communication, writing and management, besides interpersonal skills and the ability to interact with a wide range of people, including government officials. Ideally, s/he should be growth-oriented and hardworking, have a mature outlook, with a visible interest in, and commitment to, the development sector.
As an Engineer (Water & Sanitation), the incumbent is expected to review, analyze technical specifications, and recommendations for water supply and other related programs under JJM with extensive travel required in areas of UP.
Key Responsibilities:
• Support implementation of community-centric intra-village drinking water supply programme.
• Conduct detailed field survey to collect baseline data (such as ground water sources, elevation of village, geo-hydrology, etc.) and develop Detailed Technical Report (DTR) and Village Action Plan (VAP) for drinking water schemes
• Based on field situation, develop project based on techno-economic options including source sustainability, waste water management, etc.
• To oversee quality of implementation of rural drinking water schemes, such as civil work, pipe material, source sustainability, etc.
• Coordinate and provide technical assistance to line department and GPVWSC for quality monitoring and supervision of construction activities
• Develop operation & maintenance protocols (such as calculation of cost analysis for maintenance of schemes through a lifecycle approach) and provide required training to GPVWSC members and water operators
• Support in water quality monitoring and surveillance interventions and provide training to identified community members/ water operators, etc. for regular water quality testing and sharing of information.
• Support to undertake sanitary survey of all water sources and provide required support for improvisation
• Liaising with government agencies and local authorities such as DWM, RWS&S department, Village Water and Sanitation Committees to provide support for progress monitoring.
• To support in the implementation of IoT related interventions for regular water supply & quality monitoring in consultation with local government and Water Committees
• To support in undertaking technology innovations to develop efficient and effective drinking water systems
